• 1. Quantify the extent of the mental health
  access problem by collecting information on
• Who is accepting new patients?
• How long is the wait for an appointment?
• What specialties exist and where are they
  located?
• What is the impact of Behavioral Health
  Organization slow pay or no pay on access?
• 2. Support regulatory or legislative solutions to
  slow pay - no pay problem.

• 3. Once access issues are quantified, investigate
  federal funding for federally funded health
  centers that would address mental health
  professionals shortage
• 4. Increase public awareness of key issues
• 5. Support the Division of Child Mental Health's
  Jefferson Fellowship program for psychiatrists
  and the internship program for psychologists.
  Both programs are recommended to be cut in FY 04
• 6. Recruit Psychiatrists to Delaware through the
  DIMER program
