  • CA State Preschool Program CSPP (separated by
    program cost account s PCAs
  • General Center CCTR for infants/toddlers
    school-age and family child care portions

  • What will the rate be for CSPP?
  • Will be based on the current Standard
    Reimbursement Rate for FT 3 to 5 yr olds 34.38
  • Present half-time rate will be eliminated and
    replaced with a factor of 61.72 of full time
    21.22 which is the old State Preschool Daily
    Rate.
  • If you are an agency with many contracts, with
    different rates, CDE will blend your contracts
    and determine a new blended base rate for your
    agency.

  • What will change if you only have a CCTR contract
    or only have a CPRE contract and only serve
    preschoolers?
  • Almost no change
  • May have opportunity to start doing the other
    program type (ie convert 1 part-day classroom to
    full day)
  • You should only change if changing meets the
    needs of your community.

  • What will reporting be like?
  • Caveat no actual forms ready yet, but
  • Days of enrollment reporting will use the
    part-day and special criteria factors
  • SINGLE EXPENSE REPORT !!! Costs will be
    allocated by CDE using the cde reported.
  • One contract - this allows for maximum
    flexibility in the use of funding.

  • What if you have a CCTR that serves infants
    through school aged?
  • Two contracts
  • ONE EXPENSE REPORT!
  • You will decide what portion of your existing
    contract will become
  • CSPP preschoolers
  • CCTR infants school-agers
  • You will be able to adjust this in future years

  • Some overall benefits of AB 2759
  • Flexibility to offer half-day and/or full-day
    services to meet community needs!
  • Children whose families lose their jobs can move
    into part-day without a work requirement.
  • Children whose parents work PT can now attend
    half day on the non-work days.
  • Full-day programming is finally seen as
    EDUCATIONAL TOO!!! no longer just day care

  • PKFLP, part-day and full-day versions, can now
    serve both 3's and 4's, not just 4s.
  • Maximum length of time for a part-day CSPP
    program will be 3 hours and 59 minutes (cannot be
    4 or more, which would be the full-day CSPP
    program).
  • MDO Minimum of 175 days for part-time classes,
    minimum of 246 days for full-day classes - unless
    your contract allows lower.
  • Family fee. None for part-day. Fees for full-day
    are same as CCTR now.

  • Definition of 3's and 4's - same as current State
    Preschool. 4's are children who have 4th birthday
    by Dec. 2nd of the fiscal year, and 3's are
    children who have 3rd birthday by Dec. 2nd of the
    fiscal year.
  • So children 2 years and 7 months or older on July
    1 can enroll that fiscal year - they are 3's or
    4's. But children who turn 3 after December 2
    must wait until July 1 to enroll.
  • Note This may impact agencies with both
    infant/toddler and center preschool programs.
    Will this require clean-up legislation?

  • Management Bulletin was prepared- final approval
  • Webinar soon and other informational meetings
  • Application will be issued with the MB
  • CCDAA will provide technical assistance sessions
    at conferences and around the state if needed.
  • How will YOU decide how best to implement?

  • Take time to think about the freedom / options
    you may have.
  • How much funding do you want to put in CSPP and
    how much in CCTR?
  • Programmatic changes? Planning for full-day and
    part-day classrooms.
  • Make your changes based on the real needs of your
    community and your own agency realities.
  • Use your LPC for county-wide planning!
