• OBJECTIVES
• Make it easy for citizens to obtain service and
  interact with the government
• Improve government efficiency and effectiveness
• Improve governments responsiveness to citizens
• Equip the Administration with powerful tools of
  communication, allowing the civil servants to be
  more effective in their daily tasks
• Create a team spirit among the civil
  servants to ensure a more dynamic and
  effective administration
• Facilitate access to information
• Develop national capacities in ICT area in order
  to foster economic development and reduce poverty
  in the country.

• PROJECT COSTS AND FINANCING
• For the implementation of the project, UNDP
  Guinea has already mobilize
• resources of approximately 1.5 million USD.
• The budget is to
• Design a e-government strategy, based on the
  state of e-government obtained through an
  assessment
• Identify of the skill-gaps for public workforce
  and the training needed to fill such gaps
• Create policies, frameworks and national ICT
  Roadmap
• Assess for the infrastructure needed to support
  the e-government project
• Organise Workshops/training sessions through the
  country to communicate and validate the
  e-government strategy.

• Current issues
• Stakeholder partnership/collaboration
• Collaboration and cooperation between
  stakeholders are not easy to
• accomplish. Theres gap between the project team
  and stakeholder from
• government departments and agencies.
• Staffing and skills
• For the implementation, the project need a set of
  skilled staff. But theres a lack of
• ICT skills in the public sector.
• Project Risks
• Political environmental instability and
  uncertainty
• Changes in political policy .

• Outcomes of the project
• Greater efficiency in delivering government
  services to citizens, businesses, NGOs and
  between government departments
• Increase responsiveness of the government to the
  needs of their citizens,
• New way of communication between citizens and the
  government
• More transparency and accountability of the
  government and public administration to fight
  corruption in the country,
• Enable citizen participation in public decisions
  and management

• Our achievements
• Definition of the National ICT policy and roadmap
  the 1st draft of the document is ready and
  distributed to all the stakeholders for future
  remarks and observations prior to parliament
  decision
• The project team is hired and installed at the
  SIAG office to support the national counterpart
  to achieve their objectives,
• The consultancy work for the national
  E-government strategy redaction will start by end
  of January.
• Creation of the National Telecommunication
  Regulatory Authority NTRA (Sept.2008)
