5The Energy Sector Plays a Major Role in TTs
Development
- The energy sector is the dominant sector of the
national economy - The need to infuse the overall
environment with sector best practices and - thinking and to increase the pace of economic
diversification has become increasingly critical,
given the changing structure of the - domestic economy and international markets.
- The fundamental challenge faced by TT is to
create the conditions for sustainable long-term
growth and development of the energy sector, - the wider economy and the people of TT. The
principal vision of the energy sector in the
context of Vision 2020 is to ensure sustainable
long-term - development.

Network
- OVERALL PURPOSE AND GOAL
- The purpose of this Network is to create a
mechanism through which civic society would seek
to influence the process for planning for
sustainable development and its implementation in
Trinidad and Tobago, as well as to contribute to
the approach and content of particular
development proposals. The goal of the Network
is to achieve an approach to planning for the
economic, environmental and social development of
Trinidad and Tobago, that is holistic,
inter-sectoral, inter-disciplinary, participatory
and inclusive of a wide range of citizen
interests. - In its pursuit of this purpose and goal, the
Network will seek to maintain an institutional
memory about, and to contribute to continuity in,
policy analysis and implementation within the
country, and will emphasise accountability,
consultation and transparency in the conduct of
planning, design and implementation of
development activities. - This overall purpose and goal will be pursued by
Members of the Network through the kinds of
activities indicated below, in conjunction with
other individuals and entities who may
collaborate. - GEOGRAPHICAL SCOPE
- The scope of interest of the Network will be
Trinidad and Tobago. However, the perspectives
advocated and applied will be considered in the
context of, and with the purpose of contributing
to, the building of the Caribbean Community of
nations of which Trinidad and Tobago is a member
state. - COMPOSITION
- The Trinidad and Tobago Sustainable Development
Network will consist of individuals operating in
their personal capacity. The Network will
comprise those who have already expressed and
demonstrated an interest in attending and working
voluntarily towards the Overall Purpose and Goal.
The Network will expand to accommodate more
persons over time. These persons will be called
Members of the Trinidad and Tobago Sustainable
Development Network.

- SPECIFIC OBJECTIVES
- To influence approaches to planning for
development so that they are consistent with the
Overall Purpose and Goal stated above - To inculcate in national and local level planning
frameworks the tenets of economic viability and
sustainability environmental protection,
resource conservation, and sustainability and
social equity as underlying principles as well as
primary outcomes of Development - To create mechanisms and opportunities that would
lead to coalition of interests and pooling of
resources with other individuals and entities in
pursuit of the Goal - To undertake research and policy analysis, and to
make policy and programme recommendations,
pertaining to development issues and needs - To arrange public events for obtaining widespread
participation and inputs into discussion about
such research, analysis and recommendations - To disseminate research results, to advocate and
represent policy and programme recommendations of
the Network - To engage in collaborative work that would
generally strengthen the operation, performance
and impact of civic society organizations engaged
in this field - To identify and influence priorities for planning
for sustainable development - To influence establishment of monitoring
mechanisms - To undertake socio-economic and ecological
assessments.
8Energy Information Mapping Programme -
Objectives
- The overall goals of the Energy Information
Mapping Programme are - 1-To permit easy access to information in the
energy access by members of the public - 2-To open up a debate on transparency in the
energy sector - 3-To open up a debate on energy sector related
policies such as proposed - construction of smelter plants and the creation
of a Heritage and Stabilization Fund - 4-To present SDN as a civic society actor in the
energy sector in a manner that would - Support other civic society groups and agents in
their quest for unbiased information and guidance
in debates affecting them at a community and
national level - Support the provision of ongoing information and
access to a comprehensive pool of materials
within a collaborative framework that would
provide muti-disciplinary and cross-sectorial
linkage in addressing issues related to the
energy sector - Support the work of other civic society actors
by creating a mechanism through which information
is easily shared thereby avoiding duplication of
information/work and

- Identification of the existence, locations and
sources of information available to the public on
the energy sector with respect and related to - -Government, and state owned private companies
and government joint-venture companies engaged in
the energy sector - -listing of Invitations to tender for energy
contracts above a certain sum by government
companies and corporations - -List of Contracts awarded based on the
Invitations to Tender - -Volumes and value of oil and gas production and
processing - -Payments by private companies to the Government
of Trinidad and Tobago of Income tax, royalties,
fees other payments with respect to upstream and
downstream operations - -Long-term concessions/incentives (period to be
determined) provided by the government and state
owned corporations to private companies both
locally and internationally - -Listing of board members of state owned or
energy based companies in which the government
hold gt 50 shares - -Percentage of remittance government receives
from state owned oil and gas companies, including
time frame within which such should be paid in - -Identification of the existence of information
gaps that the public is not permitted access to
either by law or state sector practice - -Local content of the energy sector
- Direct Job creation
- Local demand for goods and services
- -Procurement with energy sector provided revenues
- Create a Map of the Legal Framework underpinning
the Energy Sector which - -Explains the basic legislation governing the
various aspects of the energy sector - -Identify factors within the sector that create
legal triggers which generally support or
facilitate changes in taxation, royalties, costs
and other energy based revenue income available
to government - -Identify legal frameworks, which permit changes
in government policy spending patterns without
parliamentary oversight - -Identify energy sector legislation which must be
complied with both at parliamentary and company
level

- -Which analyzes and recommends, within a
sustainable development framework, the proposed
Government plans for the expansion of the energy
sector in general and development of industries
such as Aluminum smelting in particular and its
impact for the future - -Which includes analysis, critique and
recommendations on the proposed Heritage and
Stabilization Act in light of current and
government proposed energy based
industrialization development. - Create and publish a popular report
- Which summarizes the mapping exercise, the
presence or absence of transparency and access to
certain information and the manner in which it
may affect decision-making on behalf of the
society and prevent public participation in
matters affecting their future from a SD
perspective - Draft and publish Reports
- Summarizing debates and policy recommendations
- Regarding the proposed Heritage and Stabilization
Fund - Regarding the proposed construction of aluminum
smelter plants - Create and Implement an SDN resource-based Web
page - To provide public access to the map created
- To disseminate materials and information and
engender discussion related to sustainable
development of the energy sector and - To inform of the work/activities of the SDN and
access to any resources available within it - Seminars/Workshops
- Organize 2 workshops- one community-based and an
international workshop Both will present SDN to
wider civic society and present the public
information map created. Presentations will be
placed within sustainable development paradigms
of the Network and context will be placed
against the backdrop of discussing the proposals
for aluminum smelting and the Heritage and
Stabilization Fund and findings on the decision
making process and issues of transparency within
the energy sector.

12Framework for Mapping Information in the TT
Energy Sector
- The framework will be applied to an ongoing
exercise of information gathering and knowledge
management. It will be developed and applied in
multiple dimensions, as follows - Along the value chain What are the activities
and who are the players? - Roles, responsibilities, expectations, etc
- What data and information are generated?
- Who is the developer, owner, custodian of new
information? - Across interactions who are the players and how
do they relate? - Legislation, contracts, etc
- Internally (in TT) and externally
(internationally) - How and where do companies and government relate
to stakeholders outside TT shareholders, IFIs,
financiers, technical publications, etc. - Sources what, where, how to access?
- Data static, accessible in original format
- Information analysed and placed in some
context - Knowledge - people, networks, experts
- It is easier to find out something by asking
someone who knows than trying to re-create the
knowledge yourself.
