  • Consolidate contracting to improve efficiency
  • Control contracting costs (fee and pass-through)
  • Offer more responsive contracting and improve
    turn around time for awards
  • Provide a Navy contracting alternative to GSA
  • 1/3 of all Seaport contracts awarded were to go
    to small business
  • Encourage large business subcontracting goals

  • There are no small business subcontracting goals
    dictated by the Seaport-e contract
  • There are no large business incentives to utilize
    small business subs
  • Most of the re-competed work goes back to the
    incumbent
  • Many of the solicitations released have a very
    short turnaroundas small as 3 to 5 days at
    times. This does not encourage competition as
    the solicitation is viewed as being wired for
    the incumbent

    overarching contract and not by each task

  • There is no small business subcontracting
    requirement
  • Companies without a robust/responsive proposal
    development capability will not be competitive

  • Small companies in San Diego face the issue of
    not being competitive once they surpass the 25M
    revenue standard for small business set-aside
    competition.  Companies that were once desirable
    to large companies as small business partners
    find that they are no longer competitive either
    within a small business community, from which
    theyve graduated, or within a large corporate
    marketplace as they generally do not have the
    depth of scope or capability to compete in the
    full and open arena.
