What is a Free Clinic?
  • Non-profit 501 (c)(3) organization
  • Primary mission is to provide health care
    services for free to individuals who lack
    resources to pay. The un/underinsured.
  • Community-based

ORC and Free Clinics
  • Cannot deny on ability to pay any administrative
    fees clinics might charge
  • Cannot bill patients for services rendered
  • Cannot perform operations
  • Free clinics not free if they bill Medicaid,
    Medicare or other 3rd-party payer, and receive
    25 of its annual revenue from these sources.
