2CTAC Overview
- CTAC is a Federal Advisory Committee established
by the Federal Advisory Committee Act (1976). - CTAC provides advice and consultation to the
Coast Guards Standards Directorate with respect
to the water transportation of hazardous
materials in bulk. - Membership includes vessel operators, chemical
shippers, environmental response sector reps and
environmental safety and health officials. - CTAC meets semi-annually.
- Subcommittees meet on an as needed basis.
3CTAC NFPA 472 Subcommittee Task Statement
- Task Statement as Revised
- - Assist the Coast Guard and the National Fire
Protection Association (NFPA) in the formation of
a marine emergency responder chapter in NFPA 472,
Professional Competence of Responders to
Hazardous Materials Incidents.
4NFPA 472 Subcommittee History
- Subcommittee formed on March 4th, 2004.
- Has met 7 times (3 teleconferences, 2 work group
meeting and 2 full subcommittee meetings). - Presented initiative to the NFPA Technical
Committee on Hazardous Materials Response
Personnel on August 27th, 2004. - Presented draft chapter to CTAC for review and
approval on March 21, 2005. - CTAC approved chapter on April 21, 2005.
- NFPA 472 Technical Committee approved chapter on
July 29, 2005
5Short Term Tasks-COMPLETED
- Drafted letter to the NFPA 472 Technical
Committee on Hazardous Materials Response
Personnel with a proposal for incorporation of
this new chapter. - Letter sent to NFPA Technical Committee in July
2004. - CTAC NFPA 472 Subcommittee representatives
attended August meeting at NFPA August 2004. - NFPA Technical Committee was very receptive to
CTAC NFPA 472 Subcommittees proposal.
6Medium Term Tasks-COMPLETED
- Drafted the marine specific chapter for
incorporation into NFPA 472 - February 8, 2005.
(Chapter was modeled after Chapters 11, 12 and 13
in NFPA 472.) - Submitted final draft of chapter to CTAC (March
21, 2005) for review and approval. - CTAC approved draft chapter at the Spring 2005
meeting (April 21, 2005).
7Long Term Tasks COMPLETED(For 2007 version of
NFPA 472)
- Submitted chapter to the NFPA Technical Committee
- May 2005. - NFPA Technical Committee approved chapter July
2005. - Chapter will be incorporated in 2007 version of
NFPA 472! - Chapter 14 Competencies for the Technician with
a Marine Tank Vessel Specialty. - Provide assistance to the NFPA Technical
Committee with the maintenance of the document.

- Provide assistance to the NFPA Technical
Committee with the maintenance of the document - Draft another marine specific chapter for
responders to vessels other than tank vessels
9Background
- In 2000 the CTAC Subcommittee for Response
Practices in the Marine Environment solicited for
ways to disseminate marine hazardous response
information. - In 2002 created the Assessment Guidelines for
Hazardous Substance Response Team Capabilities
for the Marine Environment. - Recommended that marine-specific competencies for
emergency responder guidelines be forwarded to a
standards organization.

11Problem Statement
- Marine environment provides special challenges
for response teams that normally respond to
incidents on land (rail, road and intermodal). - There is a need to specify in a standard the
special skills, training, and team requirements
necessary for emergency responders in the marine
environment. - Based on a review of existing industry standards
and guidelines, marine-specific requirements
would best fit in NFPA 472.

13CTAC Considerations for Possible Marine Chapter
- Will it benefit the Coast Guard, DHS as well as
the public? - Yes, the Coast Guard will someday publish the
Hazardous Substance Response Plan (HSRP)
regulations. It will be difficult for the HSRP
regulations to ensure adequate capabilities of
response personnel without guidelines in a
nationally recognized standard such as NFPA 472.
14CTAC Considerations for Possible Marine Chapter
- Belief some emergency responders (excluding
uniquely trained specialty response teams) are
not as familiar with marine emergency response as
other modes of transport. - With guidelines published in an established
standard, responders will be much better prepared
for marine emergencies
15Summary of NFPA 472 Subcommittee Accomplishments
- The CTAC NFPA 472 Subcommittee prepared
marine-specific chapter for incorporation into
NFPA 472. - Marine-specific chapter follows same format as
chapters 11, 12 and 13 in NFPA 472. - NFPA Technical Committee approved chapter for
incorporation in 2007 version of NFPA 472. - CTAC NFPA 472 Subcommittee will provide expertise
to maintain and edit the marine-specific chapter
in the future they will also draft another
chapter for responders to non tank vessels for
incorporation in 2012 version of NFPA.
