GCSE Results 2008
  • 67.7 achieved five A - C passes in all subjects
    (rise of 2.6 from 2007). Kents lead over
    national average is 3.1 higher.
  • 49.9 achieved five A - C passes including
    English and Maths. Kents lead over national
    average is 1.4 higher.
  • Student performance at age 16 has improved year
    on year since 1995 exceeding the national
    average for the past 11 years.
  • figures may improve further as there are a
    number of appeals underway

Childrens Trust Update The essential features of
a Childrens Trust
  • A child-centred, outcome-led vision a compelling
    outcome-led vision for all children and young
    people, clearly informed by their views and those
    of their families
  • Integrated front line delivery, organised around
    the child, young person or family rather than
    professional boundaries of existing agencies
  • Integrated processes effective joint working
    sustained by a shared language and shared
    processes
  • Integrated strategy joint planning and
    commissioning, pooled budgets
  • Inter-agency governance, with robust arrangements
    for inter-agency co-operation

National Update
  • 2008 Consultations - to strengthen Children Act
    2004 and extend the duty to co-operate to include
    all frontline providers of education and Job
    Centre Plus
  • Autumn 2008 Review of National Childrens Plan
  • November 2008
  • New statutory guidance on inter-agency
    co-operation
  • Agreement to strengthen legislation requiring all
    LAs to produce a CYPP and extend ownership for
    the plan to all partners
  • January 2009 Launch of National Commissioning
    Support Programme

Kent is well placed to respond to these new
requirements, having many of these measures
already in place

Kent Update
  • New interim Chair for Kent Childrens Trust
    Bishop Stephen Venner and new Lead Member for
    Childrens Services Leyland Ridings
  • Review of KCT sub-structure 6 core sub-groups
    to streamline current arrangements and ensure the
    KCT is well supported with expert advice
  • Establish POC sub-committee focussing on LCSPs
  • Implementation of integrated processes and
    targeted youth support using a phased approach
  • Agreement to multi-agency strategy and policy to
    support the delivery of the Kent Children and
    Young Peoples Plan for example the Thinking
    Family Strategy for Supporting Parents

Local Update early operation of LCSPs
  • All LCSPs have achieved the following
  • LCSP Manager recruitment involving partners, most
    recent appointments include Carol Healy, Molly
    Norley and Kathy Lambourn
  • Established an LCSP Board and elected a
    Partnership Chair
  • Undertaken a multi-agency needs analysis to
    better understand the experience of growing up or
    being a parent in that LCSP
  • Identified key priorities for partnership action
    through a LCYPP
  • Managed the transition of Childrens Centres to
    the LCSP
  • Developed new participation arrangements to
    include children and young people and their
    families
  • Improved communications and developed an LCSP
    website
