  test the environmental benefits of Controlled
  Descent Approaches

THE EQUIPAGE ISSUE

• Should NOT be used as excuse for delaying
  modernization
• FAA should provide incentives to encourage
  necessary equipage
• Mandates should not automatically be dismissed

A New Focus Needed

• Ongoing research is clearly required, but
• More emphasis must be put on implementing now
  if we are to reap future benefits

We Cannot Delay This Transition Simply Because It
Is Difficult

• The Needs of the System Must Transcend Individual
  Parochial Concerns

fundamental for incremental adaptations of the
