NATO/Partnership for Peace exercise Co-Operative
Safeguard 97 - Official and institutionalised national rescue
unit organised by the Estonian Rescue Board.
Legal basis established by Government decree
dated 22nd June 2001 - Modular in concept, providing flexibility for
various types of mission

- Urban Search Rescue (Medium to Heavy
according to INSARAG classification) - Medical assistance up to 12 bed field hospital
with 16 medical personnel, operating theatre with
2 operating tables. - Chemical rescue and decontamination

- Logistical support of rescue and humanitarian
operations

EDRT readiness
- Search and Rescue (SAR) unit training and team
general principles in accordance with INSARAG
guidelines - In accordance with INSARAG principles, a team
based around SAR unit can be mobilised in less
than 24 hours (target 10 to 12 hours) and team is
self-sufficient in disaster area for minimum of 2
weeks (except fuel and transport)

to deliver Swedish humanitarian aid (trucks) to
the World Food Programme. These and a
consignment of Norwegian humanitarian aid were
delivered to Turkmenistan in connection with the
Afghanistan crisis July 2002 July 2005 5

Specialists to Afghanistan altogether 28
persons, 12 dogs
