• We havent got a grip on up-to-date best practice
  and hence guidelines
• Our specs have no hope of mobilising
  cost-effective practice that is so necessary

Current state of official guidelines

• TMH 1 Standard test methods of road construction
  materials not up-to-date
• TRH 5 Statistical concepts of quality never has
  incorporated small sample theory properly it
  was dated from the start.
• TRH 4 Structural design of flexible pavements
  for interurban and rural roads of 1996
  -obsolescent
• new pavement structures recently and currently
  being developed.
• traffic loading parameters as inputs to the
  analytical methods incorporated in the method.
• TRH 16 Traffic loading for pavement and
  rehabilitation design of 1991 gives a false sense
  of security in view of the foot prints being
  reported.

ResolutionRPF 7 May 2002

• That a task group is convened to establish a
  system or procedure whereby the content of
  national specifications, manuals and guidelines
  in use feature best current practice and reflect
  a balanced view acceptable to both road owners
  and product and service providers.

  content as widely and cost-effectively as is
  reasonable also be examined.
