NCCLAS
  • Is an alternate assessment based on
    grade-level/EOC standards
  • For students who need an alternate means to
    demonstrate their academic performance on grade
    level/EOC concepts
  • Designed for LEP students who qualify and some EC
    students

Requirements for LEP students
  • Must score below Intermediate High (IH) on the
    reading section of the IPT to use on reading/math
    EOGs and all EOCs
  • Must score below Superior (S) on writing section
    of IPT to use on 4th, 7th or 10th grade writing
  • Must be in his/her first 2 years (24 months) in
    any US school
  • the students scores on the annual IPT test in
    the spring could deem the student not qualified
    to participate (EOG, possibly the writing test
    and spring EOCs)

Requirements for EC Students
  • Must have a current IEP that documents the use of
    NCCLAS
  • Cannot access the standard administration of the
    test using available accommodations,
    modifications, and assistive technology

Complete and submit to STC ASAP
  • LEP Educational Plan or NCTP table (EC students)
    reflecting the teams decision for the student to
    be on NCCLAS
  • A completed Alternate Assessment Request form
  • STC will submit copies to LEA TC

Materials clarification
  • Assessment folder the cardstock folder provided
    by DPI with the SCS inside must be kept secure
    at all times
  • Work samples kept by Assessor 1 not
    considered secure until after Assessor 1 has
    completed the assessment
  • Beginning Student Profile/Assessment History
    should be completed and dated by mid-course and
    kept in the secure Assessment folder (p. 48-49)

  • Final Student Profile isnt completed until the
    assessment window (p. 50)
  • Final Goal Level Scoring Worksheets each NCCLAS
    has 3 copies of this form, one for each Assessor.
    They must be kept in the secure Assessment
    folder until needed during the assessment window
    and once completed. (p. 53) Assessors must not
    see each others scores!
  • Teachers Administrative Guide (TAG or TAM) not
    considered secure, may be kept by Assessor until
    assessment is complete

Assessors
  • All Assessors must be approved by the school
    Principal
  • Assessor 1 should be the content teacher who
    teaches the curriculum to the student and assigns
    work that can be collected.
  • Assessor 2 must be familiar with the SCS for the
    grade level or course. Another teacher that
    teaches the grade level or course is recommended.
  • Assessor 3 must also be familiar with the SCS for
    the grade level or course. Another teacher of
    that grade level or course, an Assistant
    Principal or a Curriculum Specialist is
    recommended.

NCCLAS Assessor 1 Prior to test window
  • Complete Beginning Student Profile/Assessment
    History (once complete, the
    school test coordinator should keep this in the
    secure Assessment folder) by mid-course
  • Complete front of Assessment folder by
    mid-course
  • Collect grade level work samples (with date and
    accommodations) to reflect the grade level/course

  • Proficient After appropriate modifications and
    accommodations, students performing at this level
    require minimal assistance to complete the
    requirements of the objective. Students
    performing at this level demonstrate sufficient
    knowledge and skills necessary to comprehend the
    objective. Students generally select, with
    occasional assistance, appropriate strategies to
    understand and internalize the content.
  • Apprentice After appropriate modifications and
    accommodations, students performing at this level
    generally require frequent assistance to complete
    the requirements of the objective. Students
    performing at this level demonstrate inconsistent
    evidence of the knowledge and skills necessary to
    comprehend the objective. Students occasionally
    select, with frequent assistance, appropriate
    strategies to understand and internalize the
    content.
  • Novice After appropriate modifications and
    accommodations, students performing at this level
    generally require continual assistance to
    complete the requirements of the objective.
    Students performing at this level demonstrate
    inadequate evidence of the knowledge and skills
    necessary to comprehend the objective. Students
    lack the ability to select appropriate strategies
    to understand and internalize the content.

  • Return student work samples to Test Coordinator
  • Give Test Coordinator your copy of the Final Goal
    Level Scoring Worksheet to be placed in the
    Assessment folder

Test Coordinator
  • Maintain completed secure NCCLAS materials
    (Assessment Folder with completed Profiles and
    Final Goal Level Scoring worksheets (all 3)
    with all signatures) and Student Work Samples for
    each student until testing is complete
  • Return all used and unused NCCLAS materials to
    LEA Test Coordinator for storage
  • Manuals can be returned separately

Late Student Enrollment
  • If prior to the final scoring period, all
    components of the NCCLAS must be completed
  • If during the final scoring period, final scoring
    (objective and goal level) and Final Student
    Profile must be completed
  • Refer to p. 19 of TAG

For EOC NCCLAS students
  • NCCLAS Reevaluation for Exit StandardsIf the
    student
  • Participated in NCCLAS for one or more of the
    five EOC assessments required by exit standards
  • Passed the course
  • Earned Achievement Level I or II on the NCCLAS
  • And are first time ninth graders for 2006-07.
  • The processing guide describes what needs to take
    place during a reevaluation and focuses on how
    the final goal/category scores are to be
    submitted. Contact the LEA TC.
  • Please refer to the NCCLAS Exit Standards
