The implementation was ensured by thorough
preparations!
The Implementation

• An actual law was made
• By law number 1203 dated Dec. 27. 2003 all
  vendors had to send invoices for the public
  sector electronically
• An addendum to the law was made
• The addendum specifies that certified Read In-
  service bureaus will be established for handling
  paper based invoices from vendors who are unable
  to send invoices electronically
• Several ministries were involved in facilitating
  the implementation
• Using Read In service was made free for
  companies with an yearly venue less than
  1,500.000 DKK (app. 200.000 EUR) by the Treasury
• The actual setup for the Read In solutions and
  their functionality was determined by the
  Ministry of Economy
• The fee for using the Read In and the
  corresponding SLAs was determined by the
  Ministry of Economy
• The OIOXML format was defined and made standard
• Several websites were established for handling
  communication and FAQs
