The Scripps Research Institute
- One of countrys largest, private, non-profit
research organizations at the forefront of
biomedical research. - Headquartered in La Jolla, California. Located
adjacent to University of California San Diego. - Established first phase of Florida campus in
Abacoa, adjacent to Florida Atlantic University.
- Second phase to open on 70 acres owned by Palm
Beach County within the project site.
4Scripps/Briger Site
- 681 acres in the City of Palm Beach Gardens.
- Last large infill parcel remaining in North
County. - Purchased by Paul Briger David Minkin in
1950s. Used as farm and cattle ranch over the
years. - Florida Turnpike constructed during 1950s.
Portion condemned for I-95 in 1980s. - Annexed into Palm Beach Gardens in 1990 - FLUP of
Commercial Residential Low.

7Site Access
- Access to the site is limited by existing
development and expressways. - Citys Conceptual Thoroughfare Plan requires
extension of Grandiflora Boulevard to Donald Ross
Road. - Limited North/South Access points.
- One East West Access
- Conceptual Collector Roadway network established.
8Drainage
- Two drainage outfalls to east as part of Unit 2
plans. - One drainage outfall of western parcel.
- Outfalls and floor elevations established in 1998
as part of overall drainage plan for northern
portion of City. - More than 108 acres required for lake system.
9Environmental
- City of Palm Beach Gardens requires preservation
of 25 of upland habitat. - Preserve 82.99 acres of upland habitat and 26.78
acres of wetlands - about 16 of the total site.
10Scripps Campus
- 2006 Briger Trust donates 30 acres to Palm
Beach County for Scripps Florida Phase II. - 2006 County purchases 40 acres, totaling 70
acres of County land for Scripps. - Scripps Florida is seeking flexibility in its
design. - Desire for a walkable environment. Less
dependence on automobile to go to meetings,
lunch, etc. - Create a campus environment no cut through
roads.
11MXD Land Use Requirements
- No one use can take up more than 60 of total
land area. - Maximum 15 du/ac density.
- Residential, Commercial, Open Space and Biotech
uses required. - Minimum of 20 of site to be Open Space.
- Building heights restricted to 4 stories outside
of Scripps Campus and Biotech District.
12Compatibility
- The project is an infill site with the City of
Palm Beach Gardens. - Goal 1.1. of the Citys Comprehensive Plan calls
for proper transition of land uses. - Project provides for this transition of uses.
- Project connects and completes Linkages and
Parkways within the City. - Public involvement of planning with neighboring
residents.
13Planning Charrettes
- In past four years, the Briger Tract has been
subject, or portion, of four planning charrettes. - 2005 Palm Beach Gardens charrette.
- 2006 Palm Beach Gardens Building Height charrette
- 2008 Palm Beach Gardens/Jupiter staff charrette.
- 2009 Treasure Coast Regional Planning Council
staff charrette.
14Incorporating Ideas
- From each of the charrettes, we have incorporated
ideas into our master plan, buffer plans and
design guidelines. - Larger building heights located in Bio Science
Area. - Creation of a Scripps/Biotech campus environment.
- Mandatory, finely-grained grid pattern in 136
acre Town Center district. - Parks within ¼ mile of each home.
- Inclusion of alternative transportation options
(trolley, bicycle lanes) throughout project.
15Urban Form In Town Center
- The traditional urban form promoted by the TCRPC
staff has been incorporated in the Design
Guidelines for the Town Center. - Block structure
- Alleys
- Buildings fronting narrow streets.
- Pedestrian-Oriented Environment.
- Creation of a Central Square.
- Mix of uses and housing types.

perimeter TCRPC Standard 2,500 foot perimeter
Alleys provided for service areas of mixed uses.
Required for garage access for single family lots
less than 50 feet wide
16Urban Form
- Guidelines provides for a variety of development
proposals. - It also accommodates the TCRPC plan.
17Coordination with City
- The property owner continues to work with Palm
Beach Gardens Staff and its consultant to refine
the Urban and Architectural Design Guidelines. - Hierarchy of streets have been added to Biotech
and Neighborhood Districts. - Residential block lengths and linkages now
governed by density of neighborhood. - Transitions between Biotech and Residential uses
provided. - Conceptual development pattern plan with linkages
and open space provided. - Architectural Guidelines added.
18Linkages
- The most important link is between the Scripps
Florida Campus and Biotech District and Town
District. - The Town District will provide services,
restaurants, coffee shops, homes, etc. for about
7,800 estimated employees in the Scripps Campus
and Biotect Districts. - Creation of a multi-mode node for future PalmTran
and trolley stop.

- Five minute walk is about 1,350 linear feet.
- Five minute walk from multimodal node includes
most of Scripps Campus and much of Town District. - Five minute walk from center of Scripps District
includes entire Scripps campus and much of the

commercial portion of Town Center District
includes much of Town Center and portions of both
phases of Scripps Florida campus
