  • Initiated in 1986 as the Biomass Fuel Development
    Program
  • By the late 90s it had evolved into the
    Renewable Fuels Program and now, the Biomass
    Energy Program
  • Purpose
  • Provide financial incentive to reduce fossil fuel
    consumption
  • Eligible Participants
  • Commercial, industrial, institutional, or
    agricultural property owners
  • City, county, or state entities
  • Qualifying Projects
  • New, or modifications to existing equipment for
    producing

  • hot water, steam, or hot air
  • Biomass fuel unloading, storage, and transport
    equipment
  • Eligible Components
  • Equipment controls, pollution controls, building
    modifications
  • Equipment must operate on a solid, liquid or
    gaseous renewable fuel
  • Fuel must be derived from logging, animal
    production, manufacturing processes involving
    logging or agricultural products, or landfill
    waste

  • 75,000 over a 3-year period
  • Prime 2 percent
  • Paid directly to borrower based on documentation
    of payment
  • Application Requirements
  • Feasibility study and preliminary design to
    include economic benefits, description of
    project, potential adverse environmental effects
  • Firm evidence of financing
  • Adequate supply of renewable fuel type and
    quality
  • Allow demonstrations of installed equipment
  • Allow lender to submit statement of account to
    state
  • Allow state to conduct final inspection, etc.
