1AN OVERVIEW OF THAILANDS LIGHTHOUSE LITERACY
PROGRAM

2In Australia, a quarter of a century ago,
a literacy research institute headed by
PDG.Dr.Richard Walker undertook a project to
solve the problem of almost total failure to
learn to read and write among Aboriginal children
at a school in Alice Springs, Northern Territory.
The researcher, Dr. Brian Gray, found that these
children could not enter into the traditional
literacy learning process at all but over a
period of several years, he developed an approach
through which virtually all of these children
succeeded in learning to read and write. He named
that approach Concentrated Language Encounter
(CLE) techniques.
3In 1987,
Assoc. Prof. Dr. Saowalak Rattanavich, head of
Language Teaching Research and Development
Centre, Srinakharinwirot University, Thailand
convinced Dr.Walker to come to Thailand and
started a literacy project in Surin Province,
Northeast of Thailand using CLE teaching
technique in Thai with the collaboration of the
Primary Education Department
4After a 2 year pilot program, the project
received A Rotary Foundation 3H Grant for 5
years and carried out in Surin, Buriram,
Chaiyaphum and Sri Saket Provinces.

6The project was so successful, the government
decided to adopt CLE teaching technique and

program throughout the country.
