4State Fiscal Stabilization Program
- What is the State Fiscal Stabilization Fund
(Stabilization) program? - The Stabilization program is a new, one-time
appropriation of approximately 48.6B that the
U.S. Department of Education will award to
Governors to help stabilize State and local
budgets in order to minimize and avoid reductions
in education and other essential services, in
exchange for a States commitment to advance
essential education reform - What are the two components of the Stabilization
program? - Education Stabilization Fund (CFDA No. 84.394)
41.2B - States must use this Fund to restore State
support for elementary - and secondary education, public higher education,
and, as applicable, early childhood education
programs and services. - Government Services Fund (CFDA No. 84.397).
7.4B - States must use this Fund for public safety and
other government services, which may include
assistance for elementary and secondary education
and public institutions of higher education
(IHEs), and for modernization, renovation, or
repair of public school facilities and IHE

- Description
- State funding
- Funds projects such as LED lights, buildings
retrofits, LEED program, renewable energy
projects, performance contracts, revolving loans,
etc. CA spend description - Implementing building, industrial and
transportation energy efficiency programs - Expanding distributed generation, renewable
energy and public education programs - Conducting any activity to improve energy
efficiency, increase use of renewable energy or
increase energy efficiency and economic
development. - Appears to be largely for commercial buildings
- Typically 20 cost share, but with ARRA, no cost
share also, can spend 100 on capital (used to
be 50) - States need to balance between creating jobs now
vs. sustaining programs - States required to send full plan by 5/12/09
- Funding release - 10 will be provided upfront,
40 upon submission of plan, could be released by
mid-June if they are compliant to guidance - Plans expected to come in quickly, funding to be

- Applying for an ARC Loan ARC Loans are provided
by commercial lenders and guaranteed by the SBA.
Your next step is to contact your lender who will
help you determine if you are a candidate for an
ARC Loan. Questions they may ask include the
following - Does your small business have an established
banking relationship? - Has your small business been in operation for a
minimum of two years? - Do you have financial statements (balance sheet,
income statement, and cash flow statement) which
demonstrate your business had a positive cash
flow in one of the past three years (or as long
as your business has been operating, if less than
three years)? - Does your cash flow projection for the next two
years indicate sufficient cash flow to meet your
current and future loan payments? - Regarding your debts, is your business no more
than 60 days past due on any loan (you can be
current on all your debt obligations and still
qualify for an ARC Loan)?

12Buy American clause
- Products sold into Federally funded jobs need to
be made in the US unless the following is true - Reasonable commercial quantities of satisfactory
quality alternative domestic products are not
readily available. - The cost of a domestic alternative increases the
cost of the entire project by more than 25. - The selection of a non-domestic alternative is in
the best interest of the public good. - The total project cost exceeds 7,433,000, in
which case products manufactured in countries
with existing trade agreements may be used. - The products are components of a larger product
or assembly that is manufactured in the US. In
this case, only the final assembly must meet the
domestic manufacturing requirement. - Honeywell actions to maximize customer
opportunities - Compile a product listing of all product families
and their country of origin. - Identify those product families that do not have
a competitive domestic alternative - Agree on a statement of guidance to be
communicated to the field that includes the above
product list or a reference link to that list. - A proactive approach to addressing these
constraints will help customers feel enabled to
bid on these ARRA jobs and not walk away from
these jobs because they dont fully understand
the rules.
