• Categorical grants grants for a specific purpose
• Block grants grants for a purpose, but has a
  broad range of possibilities
• General purpose assistance has no use
  restriction and is from one level of government
  to another

  grants, but the majority of grants are project
  grants, which are smaller in amounts
• More grant money annual goes to individuals then
  for infrastructure
