  • The California Department of Education (CDE)
    jointly administers the BTSA Induction Program
    with the Commission on Teacher Credentialing
    (CTC)
  • California Education Code (EC) 44279.2(a)

  • The CDE historically has the responsibility to
    issue funds to local BTSA programs based on the
    number of participants

  • In 2008-09 the funding formula for BTSA (the
    Teacher Credentialing Block Grant) was impacted
    by the State fiscal crisis

  • With the passage of the Statutes of 2009 Third
    Extraordinary Session (Senate Bill 4) SBX3 4, the
    Teacher Credentialing Block Grant was folded into
    the flexibility provision

  • The rate of funding for local BTSA Induction
    programs for fiscal year (FY) 2009-10 through FY
    2012-13 is based on the amount of the
    apportionment per local program for 2008-09,
    subtracting 19.8 percent

  • Lead agents of Consortiums and Single District
    Programs will receive this funding in the
    Flexibility Tier III Grant

  • This funding is scheduled to be sent out as
    5-5-9
  • 5 percent for July
  • 5 percent for August
  • 9 percent for every month thereafter

  • The flexibility provision funding will be
    accompanied by an itemized list of the programs
    that are covered in this grant

  • The superintendents and local boards of
    education which house BTSA Induction Programs
    determine how much, or if they will continue to
    fund and support the local BTSA Induction Program

  • Unfortunately we have no answers at this time to
    the question What happens after 2013?
  • Only the legislature at that time or nearing that
    time can answer that question

  • However, it is suggested that local programs
    continue to keep track of the amount of funding
    provided to the program by local boards of
    education, the number of teachers served, etc.
  • It stands to reason that this type of information
    may play a role in formulating policy for What
    happens after 2013?

  • Other Areas that Program Directors may be of
    Service to their Local Districts

  • The Equitable Distribution of Teachers is a
    responsibility of the Title II Leadership Office
  • Approximately 300 local educational agencies
    (LEAs) have submitted, or are in the process of
    developing, their Equitable Distribution of
    Teachers Plans

  • As part of that plan, any district that hires a
    non-certified teacher on Provisional Intern
    Permit (PIP) or a Short Term Staff Permit (STSP)
    must include a plan to ensure that teacher will
    become fully certified and HQT

  • Many of these LEAs will need local program
    directors assistance in the creation and follow
    through of making PIPs and STSPs fully
    credentialed and HQT

  • Also included in the Equitable Distribution Plans
    is the assurance that all new teachers
    participate in an induction program and have
    support
  • You are encouraged to review your LEAs Equitable
    Distribution Plan and if your LEA is currently
    writing an Equitable Distribution Plan, you may
    want to be included as part of the writing team

  • The revised California Standards for the Teaching
    Profession (CSTP) have recently been adopted by
    the Commission and approved by Jack OConnell,
    the State Superintendent of Public Instruction

  • Historically local BTSA Induction Directors have
    trained principals and district personnel on the
    use of the CSTP
  • Program directors can once again have a role in
    this effort

  • The CDE continues to
  • Value and support the BTSA Induction Program
  • Recognize that there has been a change in the
    funding paradigm
  • Value teacher recruitment, induction, retention,
    and teacher quality which are of paramount
    importance to the California students, the CDE,
    and to Washington DC
