Title: Government Team
1Government Program Implementation Reference Model
Government Team Knowledgeable program managers
and engineers alike, or so they think These
people do not understand anything beyond the
latest collection of mandated buzzwords,
integrated product teams, and high-level abstract
block diagrams
5
Contractor Program Management Oversee the program
at a managerial level, have a top-down oversight
of all the various teams and working groups, and
ultimately know little more than whose team is
working on what acronym collection
4
Pseudo-Technical Engineers Understand everything
in terms of three and four letter acronyms that
refer to documents, meetings, or processes, and
are under the mistaken impression that they are
meaningfully contributing technical people
3
Systems Engineers Know everything in terms of
high-level diagrams and requirements that
are supported by various forms of detailed
analysis and documentation activities, and
often think they work at a more technical level
than they really do
2
Actual Developers Actually have technical
knowledge of the program, actually work on the
technical development in the program, but rarely
know anything about the upper layers or the
bigger picture
