GASR - WHY
  • Harmonisation of safety regulation issues related
    to OPS, AIR, FCL and ATM were handled by formal
    bodies, ie the JAA and Eurocontrol.
  • One benefit of this work was the sharing of
    information and experience between experts from
    the Member States.
  • No such Forum existed for AGA issues.

Harmonised requirements (JAR AGA)
  • Uniform application of ICAO provisions
  • Utilise the experience of a number of States
  • Avoid dublication of effort
  • A skeleton is ready
  • Work is ongoing on the filling in of details
  • A lot is expected by the end of 2003

  • New ICAO Standard
  • A harmonised approach desirable.
  • Item for the ICAO USOAP from 2004

SAFETY MANAGEMENT SYSTEM
  • New ICAO Provision (Standard from 2005)
  • A key tool to identify risks and suggest
    improvements
  • Must cover the total aerodrome, including
    interfaces
  • Must cover Infrastructure, Management, Procedures
    and Competency issues
  • Item for the ICAO USOAP from 2004

Competence of Personell
  • GASR will establish a training course for staff
    members.
  • Will also be open to other ECAC member States
