CLG Approach
  • Our work to promote BME attainment has three main
    strands
  • Leading cross-government work on race equality
  • Working with the Third Sector to support delivery
    of race equality
  • Delivering targeted projects on key issues

Leading cross-government work on race equality
  • CLG leads the Governments cross-departmental
    strategy to improve race equality and community
    cohesion, Improving Opportunity, Strengthening
    Society
  • CLG leads the strategy, bringing together the
    Government departments responsible for delivery
    and co-ordinating the comprehensive annual
    progress report and accompanying statistics pack
    - individual departments lead specific
    workstreams (e.g. DCSF lead work on education,
    DWP lead on work on employment).
  • Each year a comprehensive progress report is
    published setting out what has been achieved,
    what remains to be done and Governments next
    steps

Working with the Third Sector
  • Under its Connecting Communities Plus Programme
    (CC Plus) CLG funds 11 strategic partners,
    national voluntary organisations, to help us
    deliver our cross-government race equality and
    community cohesion strategy Improving
    Opportunity, Strengthening Society strategy.
    Funding totals 18million over three years from
    2006-09.
  • Of these strategic partners, we are supporting
    BTEG, the Windsor Fellowship, PATH National and
    Black Boys Can to take forward work to increase
    attainment amongst BME Groups. These partners are
    working to improve attainment in differing,
    complimentary ways.
  • CLG also funds a range of small-scale community
    projects under CC Plus, some of which include
    education based projects.

Targeted projects REACH
  • CLG leads REACH, the Governments flagship
    project to raise the aspirations and achievement
    of Black boys and young men
  • The project was commissioned by the Government as
    successor to the Home Offices Lawrence Steering
    Group and the Race Equality Advisory Panel
  • The Government brought together the REACH project
    group - comprising 25 independent experts and
    practitioners to deliver the REACH Report
    setting out 5 evidence based recommendations
    that will influence policy-making across
    Whitehall
  • The REACH Report was published in August 2007
    and the Governments Response setting out how we
    would take forward its recommendations was
    published in December 2007

Conclusion
  • To ensure national policies increase BME
    attainment are effective it is important that we
  • - join up the work underway across Government
  • - identify cross-cutting responses to key
    issues (e.g. REACH)
  • We are using Public Service Agreement
    arrangements to monitor and drive progress.
