Overview of Safety at CEESI
  • Welcome to Colorado Engineering Experiment
    Station, Inc. This orientation provides an
    introduction to CEESIs safety program. As a
    visitor at CEESI, you are required to view this
    short presentation. The CEESI team encourages
    your participation in complying with all areas of
    CEESIs safety program. Feel free to visit with
    a Safety Coordinator about any safety issues you
    might have.

Your Visitation
  • When you arrive, please use the designated
    visitor parking area.
  • As part of our safety policy, all visitors must
    report directly to the Main Office Bldg and sign
    in at the reception desk.
  • The receptionist will have you complete a Release
    of Liability form. This form is valid for one
    year and will be kept on file. If you are a
    return visitor, let the receptionist know so that
    your previous form can be verified.

Your Visitation
  • You will be issued the required Personal
    Protective Equipment (PPE) for the area you will
    be visiting. If you so elect, you may bring your
    own PPE as long as it meets the minimum
    requirements of CEESIs safety policy. Visitors
    are required to wear PPE when testing is in
    progress.

Your Visitation
  • All visitors are given an access badge upon
    checking in. A CEESI host will be assigned to
    you and will serve as your personal
    representative during your visit. Feel free to
    ask your host questions you may have about our
    facility, the testing process, or to assist you
    with business needs such as sending or receiving
    faxes, e-mails or phone calls. Our receptionist
    can assist you with making photo copies.
  • When leaving a CEESI facility, you must check out
    at the reception area and return your unused PPE.

Hours of Operation
  • CEESIs hours of operation are typically 700 AM
    to 330 PM (Mountain Time) Monday Friday, but
    our Technicians and Engineers often work past
    330 PM when required.

Hand Carrying of Meters
  • For those who plan to hand carry their meter(s)
    to CEESI, it is important to contact the CEESI
    shipping department when scheduling your testing.
    This will allow the shipping coordinator to
    prepare the necessary job paperwork ahead of
    time. This is crucial to prevent delays when you
    arrive. Shipping and job paperwork must be
    completed prior to meter testing.

Hand Carrying of Meters
  • The following information should be faxed ahead
    of time to CEESI at 970.897.2710
  • Company Name,
  • Contact person with phone, fax number or email
    address,
  • Meter type,
  • Purchase order number,
  • Serial number(s),
  • Ship to address,
  • Operating or calibration pressure, minimum flow
    rates and any other pertinent information that
    would be helpful to complete your testing
    requirements.
  • Meters that have been hand carried in, must be
    checked out via our shipping department before
    they are removed from any CEESI premises.

Witnessing
  • Occasionally customers wish to witness the
    calibration of their meter(s) or need to be
    involved in the actual testing process this can
    be arranged with advanced notice, and certain
    guidelines need to be followed.
  • CEESI is a working lab and it is very important
    to observe all posted signs, listen to
    announcements via the PA system and be aware that
    any and/or all piping systems may be under high
    pressure at any given time.

Witnessing Guidelines
  • The following guidelines must be followed in the
    labs and data processing areas at all times
  • Visitors are not permitted to work on or with the
    set up or tear down of test equipment.
  • CEESI tools and equipment will not be used by
    visitors.
  • (Special circumstance may arise where a customer
    must be involved with the setup process. These
    cases will be handled on an individual basis,
    please notify us in advance.)

Witnessing Guidelines
  • Visitors must remain in one of the designated
    visitor waiting areas when test equipment is
    being pressurized and during flow testing unless
    the customer is required to be involved in the
    data acquisition process and prior arrangements
    have been made.
  • Waiting areas are located in the Main Office and
    in the main lab lunchroom or in the front room of
    the lab office.
  • In order to maintain confidentiality of customer
    records and data, visitors are not permitted in
    the data processing area.

Tours
  • CEESI is always happy to arrange personal tours
    of the facility. We are housed in a surplus
    Atlas E missile site and much of the original
    interior is still intact. We can accommodate
    your requests best with advanced notice so we can
    schedule a tour guide to explain CEESIs unique
    history.

Adverse Weather Conditions
  • Winter on the Great Plains can be a high contrast
    affair. Snowfall is generally not a problem, but
    the weather can change suddenly. If you plan to
    be outdoors, you should dress for protection from
    the wind and cold. Layered clothing is best for
    changing weather conditions. If you are planning
    a visit to a CEESI facility, feel free to call
    for an update on weather conditions.

Photography
  • Visitors my take pictures of the lab by following
    a few basic guidelines. Be sure to inform your
    host that you wish to take pictures. Advanced
    notice is required, if you have special equipment
    with lighting, cables etc. Keep in mind, CEESI
    is a working lab and we are subject to client
    confidentiality rules which prohibits anyone from
    photographing some meters and/or equipment.
  • CEESI retains the right to review and approve all
    photographs and/or video footage taken at our
    facilities prior to publication or distribution.
    You may be asked to sign a release form before
    publishing graphic media.

Safety Policies Procedures
  • The following information is for your benefit and
    to help make your visitation at a CEESI facility
    a safe and enjoyable experience.
  • CEESIs safety program is outlined in the Health
    Safety Procedures Manual. If you have any
    safety concerns not covered in this presentation,
    feel free to ask for more information, or have
    your host contact a Safety Coordinator.

Access
  • Generally, visitors must remain in the lab or
    test area they are assigned to, unless
    accompanied by a CEESI host. The following
    general safety rules apply for all CEESI labs and
    test areas
  • Do not enter a test area without a CEESI host.

  • No unauthorized personnel are permitted inside
    the fenced area of the Wet Gas Test Facility
    (WGTF).
  • Observe all signs and floor markings with
    instructions for personal protection and safety.
  • Appropriate footwear must be worn (substantial
    leather footwear or equivalent is required, no
    high heels or open-toed sandals).
  • Short pants are not acceptable in the labs.
  • You must wear safety glasses (ANSI Z-87.1
    approved) and hearing protection (ear plugs
    and/or ear muffs) while testing is in progress.

Access (cont)
  • Maintain a safe distance from all operational
    controls, systems, pipe exits and moving
    machinery and equipment.
  • Be continuously watchful of moving forklifts when
    walking outdoors.

Alarms
  • CEESI has several different alarm systems
    identified below
  • Verbal announcements Announcements on the PA
    system are made immediately prior to testing
    where loud noise or high pressure may present a
    hazard.
  • WGTF When the red warning lights located on the
    Wet Gas Test Facility are flashing, they indicate
    the flow loop is pressurized with natural gas.
  • High Flow Siren A steady rising and falling
    siren accompanied by a verbal announcement
    indicates a test is about to begin on the outside
    high flow pad.

Alarms (cont)
  • As part of our Emergency Action Plan, CEESI has
    two emergency evacuation alarms
  • Fire/Explosion is identified by a slow rising
    and falling siren. To activate this siren, press
    intercom then 555.
  • Natural Threat (tornado, storms) are identified
    by a steady pulsing tone. To activate this siren,
    press intercom 333.

Emergency Evacuation
  • In the event an emergency evacuation becomes
    necessary, the alarm system will be activated and
    all employees and visitors will proceed to the
    designated safe area identified below. Your CEESI
    host will assist you in the evacuation.
    Evacuation routes are posted by the doors of the
    main buildings. Please familiarize yourself with
    these evacuation routes.

Emergency Evacuation (cont)
  • In the event of a fire/explosion, all personnel,
    employees and visitors alike, will proceed to
    Area 1 which is the Main Office Bldg. (Bldg. B).
    A map of the facility can be found in the
    visitors guide.
  • In the event of a natural threat or if Area 1 is
    unusable, all employees and visitors alike will
    proceed to Area 2 Underground ME Lab (Bldg. HU).
    A map of the facility can be found in the
    visitors guide.

First Aid Stations
  • First Aid Stations are maintained in the
    following locations
  • Main Office Building (Bldg. B, Kitchen)
  • Main Lab (Bldg. HU, ME Room)
  • Shop (Bldg. D, Kitchen)
  • Main Lab (Bldg. AU, lunchroom)
  • Water Lab (Bldg. I)
  • Bunker (Bldg. J)
  • WGTF (Bldg. G, control room)

Hazard Communication
  • Copies of CEESIs Material Safety Data Sheets
    (MSDS) of chemicals in use at the facility are
    located in notebooks in the labs, shop, and the
    Main Office Building.

Personal Protective Equipment (PPE)
  • Each individual visiting CEESI will be issued
    Personal Protective Equipment, i.e. safety
    glasses and hearing protection. Please return
    any and all unused PPE to the receptionist before
    leaving a CEESI facility.
  • PPE is required to be worn during the calibration
    or testing process. (Failure to wear PPE while
    testing is in progress may result in damage).
  • CEESI will not be held liable for claimed damage
    to ones hearing or vision when PPE is not worn
    or worn properly as required.
  • In addition to PPE, visitors are required to wear
    a yellow/green vest at all times while present in
    the loop area of the WGTF.

Smoking Policy
  • CEESI is a non-smoking facility. Smoking or open
    flames are prohibited under any circumstance
    while on CEESI property, except in the following
    designated areas
  • Outdoors on the West side of the Main Office
    Bldg. (Bldg. B)
  • Inside the shop (Bldg. D)
  • In the lab kitchen (Bldg. HU)

Visiting Personnel
  • In addition to the procedures described in this
    presentation, visiting personnel must follow safe
    work practices as they apply to
  • Chemical Safety,
  • Compressed Gases,
  • Digging,
  • Fire Safety,
  • General Safety,
  • Hot Work,
  • PPE,
  • Searches

Insurance Requirements
  • All visitors to Colorado Engineering who will
    either be witnessing calibrations or conducting
    tests as well as subcontractors who will be
    providing services on or at CEESI facilities are
    required to provide the following Certificates of
    Insurance
  • General Liability
  • Automobile Liability
  • Workers Compensation
  • Additionally Colorado Engineering Experiment
    Station, Inc. needs to be added as an Additional
    Named Insured.
