Basic Requirements
  • TEC 11.253 Each school year the principal of
    each school campus, with the assistance of the
    campus-level committee, must develop, review and
    revise the Campus Improvement Plan (CIP).

Basic Requirements
  • TEC 11.251 The purpose of the CIP is
  • to improve the performance of all students
  • for all student populations, including special
    education, with respect to the academic
    excellence indicators and any other appropriate
    performance measures for special needs
    populations (TEC 11.253)
  • to be supportive of the objectives of the
    district improvement plan and must, at a minimum,
    support the state goals and objectives for
    education

  • A Title I, Part A campus that has not met AYP for
    the second consecutive year must revise in
    consultation with

    months to cover a two-year period, for LEA
    approval

    scientifically based-research (SBR) that will
    strengthen the core academic subjects in the
    campus

What is scientifically based-research (SBR)?
  • According to the Institute of Education Sciences,
    scientifically based research
  • employs systematic, empirical methods that draw
    on observation or experiment
  • involves data analyses that are adequate to
    support the general findings
  • relies on measurements or observational methods
    that provide reliable data
  • makes claims of causal relationships only in
    random-assignment experiments or other designs
    (to the extent such designs substantially
    eliminate plausible competing explanations for
    the obtained results)

What is scientifically based-research (SBR),
cont.
  • According to the Institute of Education Sciences,
    scientifically based research
  • ensures that studies and methods are presented in
    sufficient detail and clarity to allow for
    replication or, at a minimum, to offer the
    opportunity to build systematically on the
    findings of the research
  • obtains acceptance by a peer-reviewed journal or
    approval by a panel of independent experts
    through a comparably rigorous, objective, and
    scientific review and
  • uses research designs and methods appropriate to
    the research question posed.

    greatest likelihood of ensuring that all groups
    of students
  • all public school students
  • economically disadvantaged students
  • students from major racial and ethnic groups
  • students with disabilities
  • students with limited English proficiency
  • enrolled in the school will meet the states
    proficient level of achievement on the state
    academic assessment not later than 12 years after
    the end of the 2001-2002 school year.

    than 10 of the Title I, Part A campus allocation
    for each fiscal year that the campus is
    identified in improvement status for providing to

  • directly addresses the academic achievement
    problem that caused the school to not meet AYP
  • meets the requirements for professional
    development activities specified under section

  • e) establish specific annual, measurable
    objectives for continuous and substantial
    progress by each group of students
  • all public school students
  • economically disadvantaged students
  • students from major racial and ethnic groups

  • students with limited English proficiency
  • to meet the states proficient level of
    achievement on the state academic assessment not
    later than 12 years after the end of the
    2001-2002 school year.

    notice about the identification to parents of
    each student enrolled in a school identified for
    improvement status, in a format and, to the
    extent practicable, in a language that the

For Schools in Stage 2-5
  • The CIP must
  • be revised in consultation with parents, school
    staff, the LEA, and outside experts, within three
    months to cover a two-year period, for LEA
    approval,
  • incorporate all of the CIP requirements
    identified for stage 1, and
  • reflect the implementation of SES, as required by
    all stage 2 and above campuses.

  • Within 45 days of receiving a revised CIP, the
    LEA must
  • establish a peer review process to assist with
    the review of the plan
  • promptly review the CIP
  • work with the campus as necessary
  • approve the CIP if it meets the requirements
