Scope

• Lack of uniform programme on youth development
  policy
• Assessed programmes in youth development
  guidelines on whether these worked and if not,
  why not?
• Should these programmes continue and how to
  strengthen these programmes

Recommendations

• Have proper reporting systems for youth officer
  within the municipality.i.e. Mayor or municipal
  manager
• Uniform structure throughout the country with
  clear political institutions for the youth
• Have clear national clusters of programmes with
  proposals being
• Employment / Economic Development
• Skills Development / Capacity Building
• Youth Mobilisation
• Sports Development
• Entertainment / Life Skills

• From broader thematic clusters, municipalities
  can be creative in creating own programmes
• Monitoring and evaluation of these programmes
  needs to occur
• Access to information portals by young people
• National youth service imperative in all
  municipalities

National Youth Service

• Issues
• Problem with registration of programmes with NYS
• Lack of communication btw municipalities and NYS
• Lack of synergy in NYS itself through it being
  allocated in two different institutions

Recommendations

• Call of audit of NYS service programmes by
  Umsobomvu so that municipalities know what is
  there and what is not there
• Decentralise process of registering projects as
  it takes a while for programmes to register
• 2 proposed methods of decentralization
• Run by NYC or Umsobomvu at municipal level?
• Train municipal officials to be technical
  advisors on NYS processes

• Simplify the form or provide capacity to help to
  fill in the form
• Provide clear guidelines on how NYS is partnering
  with local municipalities this issue not yet
  clear
• Provide greater understanding for municipalities
  on what their role will be once programmes have
  been registered with Umsobomvu
• Each district to launch own projects on NYS
• Communication strategy not suitable for the
  target market these need to be changed
• Need for synergy btw NYC and Umsobomvu on this
  issue
• Umsobomvu and NYC to have follow up visits to
  educate municipal officials on technical issues
  of NYS
