this Water Framework - Directive Requirement in the context of Dublin
Airport with - reference to the current situation and in
relation to the development - of Dublin Airport.

Legislation/Documentation
- The Dublin Airport Local Area Plan was prepared
in the context of the Fingal Development Plan
2005-2011 (Objective DA01). The Plan is a
statutory Local Area Plan (LAP) under the
planning and Development Act 2000. It was
formally adopted by Fingal County Council in
June 2006. - The Water Framework Directive was adopted into
Irish Law in December 2003. It requires that all
member states adopt a comprehensive integrated
river basin-based approach to water management.

Current Situation
- The stream catchments serving the Airport are
listed below - Forest Little/Wad Stream/Kealys Stream -
Tributaries Sluice River - Ward River - Tributary of Broadmeadow River
- Mayne River/Cuckoo Stream - discharges to the
Portmarnock Estuary - Santry River - which discharges to Dublin Bay

Current Situation
- Water Quality Monitoring Required by Legislation
- Fingal County Council carry out regulatory
monitoring of rivers/streams under the - Dangerous Substances Regulations
- Phosphorus Regulations.
- No Regulatory Monitoring points on Airport Lands
- Water Quality Monitoring at Airport
- River/Stream Water Quality Monitoring within the
Airport is overseen by Dublin Airport Authority
(DAA). - Historically monthly water quality monitoring was
carried out by Enterprise Ireland. More recently
this work has been managed by DAA Consultants RPS
Ltd.

Current Situation
- Water Quality Monitoring at Airport (continued)
- Results are sent to the Pollution Officer Fingal
County Council bi-monthly - A combination of Water Quality Results supplied
by DAA and results from regulatory monitoring
points downstream of the airport allows the water
quality status to be continuously monitored. - Fingal County Council have the capabilities to
carry out independent sampling any time it is
considered necessary. - Water Quality Results are generally satisfactory,
elevated BOD, COD, TOC and Ammonia results
generally coincide with de-icing operations at
the airport

Current Situation
- Management of Pollution Incidents at Dublin
Airport - The FCC Pollution Officer attends Dublin Airport
Pollution Control Committee Meetings. - The FCC Water Pollution Team take part in
Emergency Exercise response carried out every two
years at the airport. The last exercise took
place in November 2004. - The Pollution Officer is notified of all
significant pollution incidents at the airport
and the remedial work carried out. The pollution
officer decides what level of involvement is
required by FCC. In addition a full list of more
minor incidents is furnished to FCC.

Licensing within the Airport
- Under the Water Pollution Act there are two types
of Trade Effluent - Discharge License
- Section 4 - Discharge to Waters (Surface or
Groundwater) - - 1 License Issued
- Section 16 - Discharge to Foul Sewer
- Historically one Section 16 License issued to
Aer Rianta for the Airport - Sample taken from
foul sewer at Airport Boundary. - In 2005 it was decided to license individual
Food Service Establishments and Vehicle Washbays
in the Airport - 13 Licenses Issued
- Fingal County Council carry out sampling in
relation to these licenses to ensure compliance
with license conditions.

Future Situation
- The future management of Water Quality at Dublin
Airport must be in compliance with the
requirements of the Dublin Airport Local Area
Plan - There are 11 Surface Water Objectives relating to
Water Quality these are listed here - SW01 - To collaborate with the Eastern River
Basin District Catchment Initiative -
- SW02 - To intercept and collect for separate
treatment and disposal, runoff contaminated with
de-icing chemicals in a manner compatible with
achieving and maintaining salmonid water
quality in the receiving waters. -

Future Situation
- SW03 - To develop a programme of measures to
enable Objective SW02 to be achieved in respect
of existing development by 2008 and to implement
these measures within the lifetime of this
Masterplan (2012) - SW04 - To develop and implement a stormwater
management system following the principle of
Sustainable Urban Drainage and in compliance with
the recommendations of the Greater Dublin
Strategic Drainage Study in respect of new
development and re-development of brownfield
sites, to interalia attenuate runoff to
pre-development green field rates. - SW05 - To implement, in respect of existing
developments where practicable recommendations
arising from flood impact assessments under
Objective WD034 of the Fingal Development Plan
2005-2011 within the lifetime of the Masterplan.

Future Situation
- SW06 - To secure by 2008 a joint study into the
real level of foul drainage misconnections and
overflows to the surface water system within the
airport. - SW07 - To secure the implementation of a pilot
project to develop a procedure to reduce foul
drainage misconnections and overflows in the most
cost effective manner and to develop and
implement a systematic programme of
rehabilitation works with in the airport within
the lifetime of the plan. - SW08 - To secure the implementation of pollution
control measures in respect of oil and fuel
storage handling.

Future Situation
- SW09 - To secure the implementation of a long
term surface water quality monitoring system as
part of an environmental management system. - SW10 - To secure the implementation of a
pollution contingency plan as part of an
environmental management system - SW11 - To require, prior to the commencement of
all development, that a Sediment and Water
Pollution Control Plan be submitted in compliance
with Objective WD036 of the Fingal Development
Plan 2005-2011

Future Situation
- The Water Services Department are currently in
discussions with the Consultants acting for the
Dublin Airport Authority in relation to their
proposals for compliance with the Surface Water
Objectives of the Local Area Plan.
16Water Quality Dublin Airport Key Issues
- The implementation of measures to achieve Good
Ecological Status for surface, ground and
coastal waters by 2015 - In Dublin Airport Good Ecological Status of
river/stream network will be achieved through the
implementation of the Surface Water Objectives of
the Local Area Plan.
