3ASPA and UNPAN A Brief History
- ASPA was selected as an UNPAN North American
Online Regional Center (ORC) in 2001. - ASPA is a membership association, and this
affects what it contributes to UNPAN.
4ASPA and UNPAN A Brief History
- In 2001, the United Nations Division for Public
Administration and Development Management (DPADM)
contracted with ASPA to undertake a research
study analyzing the approach, progress and
commitment to e-government on the part of the 190
UN Member States.

- An ASPA contract employee conducted the survey
and wrote the final report, Benchmarking
E-government A Global Perspective -- Assessing
the Progress of the UN Member States, which was
distributed widely and made available via the
UNPAN web site.

- ASPA also produced a strategic report for DPADM
which analyzed the Divisions capacity to assist
UN member states in the area of e-government and
made recommendations on knowledge management
programs, technical assistance projects and
further research areas where DPADM could best
assist member states.

- As a follow-up to the 2001 survey, the UN has
engaged ASPA in a research project to evaluate
city web sites throughout the world.

- ASPAs involvement as an ORC not only requires us
to make available US public administration
information to the worldwide community but also
enables us to showcase our publications and
conferences to the world.

- Two electronic newsletters, ASPAnet This Week and
ASPA International, contain links to recent
additions to the UNPAN web site. - The International category of our web site
includes an UNPAN description and a link to the
UNPAN web site.

and/or meetings during its 2001, 2002 and 2003
National Conferences.

18Analytical Reports
- Definition A written document describing the
findings of some individual or group. An
analytical report often presents a solution to a
problem. - Many of the analytical reports submitted by ASPA
were written by its members and staff at the
beginning of its 2002 strategic planning process.
19Case Studies
- Definition The collection and presentation of
detailed information about a particular
participant, group, or organization, frequently
including the accounts of subjects themselves. - Case studies are useful for encouraging
discussion about best practices and
problem-solving strategies.

- Most of the case studies posted by ASPA were
developed by the Balanced Scorecard Interest
Group, which convenes U.S. federal government
agencies interested in performance management - ASPA has also provided links to abstracts of
governmental case studies available on its web
site.
21Analytical Reports vs. Case Studies
- Case studies are focused on a specific
organization/program and tell the story of that
organization/program, possibly with an issue
focus such as performance measurement. - Analytical reports are a broader category that
could include case studies. Analytical reports
are usually issue-focused and may use examples
from several organizations/programs.

- ASPA has posted programs and documents related to
its national and sub-national conferences - In certain cases, ASPA has employed the UNPAN
Document Management System to post conference
papers.

- ASPA has begun a major web redesign effort that
will conclude in June 2004. - ASPA will make available many of its new online
