• Context teaching environment is over-sanitised,
  lack of clarity on legal issues/responsibilities/s

• Pedagogical approach poorly adapted to what
  young people do online, lack of framework,
  suitable licenses
• Incident handling poor information (e.g. on
  privacy, cyberbullying) no contact data for
  specialised services
• Blocking no solution as it often blocks useful
  content
