Air Force Integrated Collaborative
Environment
Enabling Timely Delivery of Integrated
Warfighting Capability
  • 12 June 2007

2
Guided By 3 Priorities Ensure We Maintain Our
Dominance
Our Mission deliver sovereign options for the
defense of the United States of America and its
global interests to fly and fight in air,
space, and cyberspace.
  • Win the Global War on Terror
  • Recapitalize / Modernize
  • Develop Care for Airmen

3
MS Supporting Air Force Priorities
4
Bottom Line
  • Field warfighter capability improvements
  • Based directly upon AF mission requirements
  • Within fiscal constraints
  • Ensure...
  • New systems work in system-of-systems (SoS)
    mission environment, and
  • SoS produce the intended mission capability
  • True measure of Success
  • Capability fielded to the warfighter

MS enables rigorous analytic processes
supporting capability requirements definition,
design, development, and assessment test in a
operationally realistic net-centric, system of
systems environment
6
Guiding Precepts
  • Analysis assessment needs drive MS development
  • Focus on capability not platforms
  • Network centric vice platform centric solutions
  • System of systems context
  • Impact of combat effectiveness
  • Capability solutions will be joint
  • We fight joint...we need to build solutions that
    work in joint environment

7
AF-ICE Construct
  • Corporate process bringing together
    Live-Virtual-Constructive and Information
Technology capabilities to create an environment
that measurably reduces the time, resources, and
risks found throughout the acquisition and
    test-and-evaluation processes.
  • Enabled by virtual and constructive models that
    are linked with live systems
  • Technical components
  • Simulations
  • System and Process Models
  • Connectivity
  • Standards
  • Architecture

A dynamic environment to rapidly deliver a
validated, integrated solution to the warfighter

Providing AF Representation in Joint
EventsIntegral Fire 07 Overview
  • Schedule
  • May - Integration Spiral 1
  • May Final Planning Conference
  • June - Integration Spiral 2
  • July - Dry Run
  • July Integral Fire 07
  • Sept - Final Report due end of month

9
Integral Fire 07 Objectives
  • JCAS assessment results to provide input to the
Capability Portfolio Manager (CPM) for Joint
Command and Control (JC2) and Joint Net-Centric
    Operations (JNO).
  • Assessment of the capability and interoperability
to conduct JCAS in response to immediate requests
to identify gap fills, shortfalls, and overlaps
with current future systems and demonstrate
    solutions.
  • WWF Final Event Machine-to-machine data transfer
    from AOC to airborne platforms
  • Utilizing JASSM-ER with initial WDL/LINK16
    message formats

10
Other AF-ICE Activities
  • Airborne Networking Integration (ANI)
  • Leveraging Integral Fire 07 JCAS analysis to
    support ANI
  • Establishing ANI MSA Working Group building
plan for MS capability needed to provide robust
    analytic underpinning for ANI investment
    decisions
  • Airborne Web Services (AWS)
  • AWS to VSTARS S/W Interoperability certification
  • Working with the JSTARS Joint Test Force, AFOTEC
Det 2 and the 166 ACW/XP (operators) to
prioritize the services to build and integrate
  • EAAGLES Link-16 S/W Integration to 46 TW Link16
    Hardware
  • Partnership with JITC
  • Developing AF-ICE Business Case Analysis
  • Demonstrating the value of LVC support for
    acquisition

11
Way Ahead
  • Leadership Transition
  • Transfer from AFMC to SAF/XCD complete
  • Working details of management structure with
    AFAMS
  • Continuing to
  • Cultivate relationships with programs
    capabilities managers
  • Work with other Services and Joint Community
  • Mature AF-ICE construct

SAF/XC
  • SAF/XC Mission
  • To lead Air Force Warfighting Integration and
operational capabilities to enable command and
control of forces while anticipating situations,
    capabilities and limitations.
  • SAF/XC Vision
  • Deliver ability to direct forces while
    anticipating situations, capabilities, and
    limitations
  • Develop adaptive, trained Airmen
  • Shape enterprise investments
  • Enable Airmen to share and exploit accurate
    information any place, any time
