WHAT IS CEPT?

  • Committee made up of members representing all of
    the Nation Telecommunication Administrations from
    each country within Europe
  • Responsible for Policy making and Regulation

WHY WE FOLLOW AND PARTICIPATE WITHIN CEPT ?
  • Account for 45 votes at the ITU Committee when
    determining world Spectrum policy. (European
    Aviation can persuade and unite CEPT position
    within ITU)
  • CEPT represents the mandatory / standards
    authorities for Telecommunication and Radio
    spectrum in Europe

CEPT Background
  • Established 1959 (originally 19 countries)
  • CEPT is an independent organisation which
    cooperates with the European Union, the European
    Free Trade Association and other relevant
    intergovernmental organisations as well as with
    other organisations concerned with posts and
    electronic communications.
  • Presidency passes from country to country
    annually, currently with Switzerland - Marc
    Furrer CEO OFCOM, responsibilities include
    chairmanship and secretariat
  • The decision to admit new Members is taken by a
    two-thirds majority of the Members. (Each member
    country has 1 vote)

  • CEPT Assembly meets twice a year to endorse
    policy made in the subcommitees
  • 1 vote per country at Assembly
  • For decisions in Assembly to be taken 60 (or in
    some special cases-article 12, 66.6) of
    countries must be present to validate vote.
  • Financial contributions based on different
    structure e.g. (25 share ( UK,France, Germany) 10
    share (Belgium), 5 share, 1 share basis (Armenia)

CEPT Mandate (as refined at 1995 plenary in
Weimar)
  • Establishing a European forum for discussions on
    sovereign and regulatory issues in the field of
    Post and Telecommunication issues
  • Providing mutual assistance among members with
    regard to the settlement of sovereign/regulatory
    issues
  • Exerting an influence on the goals and priorities
    in the field of European Post and
    Telecommunications through common positions
  • Shaping, in the field of European Posts and
    Telecoms, those areas coming under its
    responsibilities
  • Carrying out its activities at a pan-European
    level

  • Strengthening and fostering more intensively
    co-operation with Eastern and central European
    countries
  • Promoting and facilitating relations between
    European regulators
  • Influencing, through common positions,
    developments within ITU in accordance with
    European goals (at ITU CEPT block carries 44
    votes)
  • Responding to new circumstances in a
    non-bureaucratic and cost-effective way and
    carrying out its activities in the time allocated
  • Settling common problems at committee level,
    through close collaboration between its
    committees

    Telecommunication sectors

    99)
  • liaison with the African Telecommunications Union
    (MoU signed March 2002)
  • liaison with American States (CITEL) (signed Oct
    2002)

CEPT Sub committee structure
  • Each sub committee reporting into CEPT has own
    rules and elects own chairman
  • Committees handle harmonisation activities within
    their own fields of responsibility and adopt
    recommendations and decisions
  • Recommendations and decisions are prepared by
    their working groups and project teams

Reasons for restructure of Subcommittees
  • To give CEPT more active role as a forum for
    strategic planning, decision-making and for
    preparing for conferences of the ITU
  • Response to convergence in the telecommunication
    sector
  • response to the EC policy on a single information
    society within Europe

ECC (Electronic Communications Committee) Terms
of Reference
  • Consider and develop policies on electronic
    communications activities, taking account of
    European and international legislation and
    regulations.)
  • Develop European common positions and proposals,
    as appropriate, for use in the framework of
    international and regional bodies
  • Forward plan and harmonise within Europe the
    efficient use of the radio spectrum, satellite
    orbits and numbering resources, so as to satisfy
    the requirements of users and industry

Working Group FM (Frequency Management)
  • - To develop strategies for the implementation of
    long term plans for the future use of the
    frequency spectrum
  • -To harmonise national frequency allocation
    tables and to co-ordinate the use of the
    frequency bands
  • -To respond to specific requests from the ERC on
    short term and medium term frequency allocation
    matters
  • -To assemble, examine and circulate information
    concerning the methods of co-ordinating frequency
    assignments and harmonise relevant regulations
  • - To select and apply appropriate criteria for
    sharing and compatibility between radio
    communications services and systems
  • -To co-ordinate monitoring activities
  • - To harmonise national regulations governing
    frequency management

European Common Allocation Table (ECA)
  • frequency range 9 kHz to 275 GHz, to be
    implemented by 2008.
  • The table includes spectrum strategies for the
    current and future use of spectrum
  • Aligned with military use, supported by the NATO
    Joint Civil/Military Frequency Agreement (NJFA)
  • used by CEPT Administrations as the basis for
    developing of National Frequency Allocation and
    Utilisation tables. The ERO has developed an
    on-line information system (ERO Frequency
    Information System EFIS) to provide easy access
    for industry and users to frequency utilisation
    information across ultimately all 45 CEPT
    countries in Europe. This system also contains
    documentation and hyperlinks related to the use
    of frequency spectrum.

Working Group SE (Spectrum Engineering)
  • Terms of Reference
  • To study the compatibility problems between
    certain radio communications systems operating in
    adjacent bands. The Project Team should invite
    appropriate members of ETSI and the UIC etc. to
    participate in the work

Working Group RA(Regulatory Affairs)
  • Study regulatory, economical and administrative
    matters
  • Study matters related to market surveillance
  • Contribute to the efficient introduction of new
    radio systems and services
  • Speed up the process of facilitating, simplifying
    and harmonising authorisation of spectrum use in
    and free circulation and use of equipment between
    CEPT countries
  • Contribute to the efficient implementation of
    radio related EU legislation and policy

Conference Preparation Group (CPG)
  • Provide a forum within the CEPT to prepare
    European positions for ITU World Radio
    communication. Conferences (WRCs) and Radio
    communication Assemblies (RAs)
  • Develop, as required, co-ordinated positions in
    order to assist CEPT Administrations
  • Develop common positions in respect of ITU-R
    meetings, in particular the Conference
    Preparatory Meeting
  • Develop European Common Proposals (ECPs) for the
    work of WRCs and RAs
