1. UNICEF offers a unique added-value because it
is
  • The primary advocate for children
  • focus on OVC, PMTCT, Pediatric care, Adolescents
  • Knowledgeable in Procurement and Supply
    Management of ARV
  • Can provide TA for forecasting, modeling,
    costing, making and managing requests

In addition, UNICEF is
  • Highly focused on the Global Campaign for
    Children and AIDS with specific emphasis on
    PMTCT
  • Refining health system response
  • Policy and communications development
  • Develop and implement evaluation
  • Training health care personnel
  • Experienced in providing technical assistance for
    strategic planning that emphasizes macro/micro
    balance.

2. Where does UNICEF work?
  • The most significant field presence of any
    development agency
  • Regional office in Dakar Senegal
  • Offices in 24 WCA countries
  • Large countries also have sub-offices
  • Some temporary offices for emergency response
  • Each Country Office has a significant AIDS
    program, committed to
  • making good use of existing resources (GFATM,
    MAP)
  • mobilizing other funds through grant prep and
    review.
  • providing quality TA for national planning,
    capacity building, etc.

3. Does UNICEF currently work with the Global
Fund?
  • Currently, there is little partnership with the
    GFATM. CCMs may be missing opportunities to
  • Partner with UNICEF to position technical
    assistance within government ministries
  • Capitalise on existing UNICEF supported projects
    and harness the momentum of the Global Campaign
  • Make use of UNICEFs recognized expertise
  • Replace ad hoc intervention with long-term and
    sustained partnerships
  • Make the best use of resources and leverage
    resources for children.

4. Approaching UNICEF for Assistance
  • Structural Background
  • 5-year country program (CP) is formed with
    government counterparts, consistent with 3-Ones
    approach.
  • Each CP requires annual action plans
  • Flexible
  • Able to integrate new and emerging partners
  • Amendments may be annual or semi-annual depending
    on existing projects

When to approach UNICEF
  • Before the submission prepare National
    operational plan (RAAAP, PMTCT) with a budget.
  • During proposal preparation harmonize goals,
    programs and timelines by partnering with UNICEF
    early in the process. Provision of TA.
  • After the submission Provision of TA at central
    level in key ministries (Health, Social
    affairs..) to support the implementation of the
    Nat plan and the utilisation of resources

5. Ensuring future collaboration
  • The Global Fund should consider a broader
    partnership with the UN system generally not only
    at Global and country level, but also at regional
    level.
  • RIST (GIST/ CIST) would provide good framework
    for developing formal mechanisms for
    collaboration.
