  • 1982-1983 State Brain Injury Association Est.
  • 1986- State Association Hires Staff, opens office
  • 1988-1989 Study Commission on Ohioans w/Head
    Injury Convened Report issued key
    recommendation establish an "Office on Head
    Injury" within state government to plan and
    coordinate services and foster interagency
    collaboration to address the population's unmet
    needs.
  • 1989 Passage of HB 594 creates Office of Head
    Injury (its purposes, by design, mirror those of
    BIAOH to est. public-private partnership) and
    advisory council within Dept. of Health

  • 1989 State Budget Bill includes 86,000
    annually in line for Office on Head Injury with
    ODH
  • 1990 ODH-Office on Head Injury grant to State
    BIA expands stablizes helpline, outreach,
    resource identification service linkage
    assistance grant renewed annually
  • 1991 Office on Head Injury transferred to RSC
    (Ohio Rehabilitation Services Commission) thru
    State Budget bill to leverage state with
    federal (voc. rehab) match (_at_ 14 ratio)
  • 1992 - Ohio Valley Center (OVC) for Head Injury
    Prevention Rehabilitation est. _at_ Ohio State
    University w/4-yr U.S. Dept. of Education
    Rehabilitation Services Administration grant) to
    serve 4-state area. OVC evolves becoming one of
    the countries NIDRR-funded TBI Model Systems
    Program

  • 1993 - Ohio TBI Trust Fund Legislation 1st
    introduced passed House didnt reach floor of
    Senate for vote (election year, process
    unfortunately slowed by opposition of GCPD
    Director)
  • 1994 Ohio TBI Trust Fund Legislation
    re-introduced failed due to opposition of
    judges, clerks of courts study issued against
    using courts to collect fines in support of
    initiatives no matter how worthy the cause.
  • 1996 BI Advocacy Community retrenches thru
    focus groups designs, The Ohio Plan Building
    Ramps to the Human Service System for Individuals
    w/BI Their Families. Adopted as Ohios
    blueprint for a statewide, comprehensive,
    coordinated resource facilitation system (See
    diagrammatic overview next slide.)

  • 1997 - 100,000 added to State Budget as match to
    apply for federal HRSA grant
  • 1998 Ohios 2nd application for HRSA grant
    succeeds. This subsequent HRSA grants result
    in expansion and/or maintenance of Community
    Support Network offices further development of
    Ohios resource facilitation infra-structure
    capacity.
  • 2003 (?) HRSA Grant Program expands to include

  • 2006 State Senator announces plans to introduce
    TBI Trust Fund Legislation (Initiative since put
    on back burner due converges of several
    unfavorable circumstances.)
