    have been issues plaguing public safety
    organizations for decades. In many cases,
    agencies cannot perform their mission critical
    duties.
  • Growing population equals an increased need for
    public safety services and furthers cooperation
    and coordination of resources.

  • The Federal Communications Commission is driving
    public safety entities into new spectrum, making
    it more difficult for achieving interoperability.
    The FCC has made available new spectrum to
    alleviate congestion through narrowbanding
    technology to increase spectrum efficiency. New
    public safety frequency spectrum that is free
    from interference with increased capacity is
    available.

  • Due to FCC rules Idahos public safety radio
    systems could be operating in four different
    spectrum bands within the State of Idaho VHF,
    UHF, 700, and 800 MHz. For a short term we may
    experience a lack of interoperability however
    measures will be taken to maximize interim
    interoperable solutions. January 1, 2013, Idaho
    public safety agencies will have to change their
    operating bandwidth.

  • Interoperability is not about technology it is
    about collaboration and cooperation. Cooperative
    and collaborative planning should begin.
    Individual County interoperable communication
    plans are essential in achieving Level 3 and they
    are Phase One of this process.

  • Currently most of the state can achieve a certain
    level of interoperability by patching together
    channels. SIEC has recommended a three phase plan
    to achieve Level Five interoperability.
    Implementation of all three phases will not be
    completed until December of 2012.

  • Participation is voluntary incentives in the
    form of additional funding opportunities
    available to those who do choose to adopt the
    statewide standard. Collaborative funding
    approach will lead to success with
    Interoperability.
  • A Master Site provides automatic switching of a
    mobile or portable radio between tower sites.
    Much like a cellular switch, it enables a user in
    one coverage area to communicate with a user in
    another area served by a different tower site or
    system of towers. The Idaho Bureau of Homeland
    Security has purchased a Master Site available
    for use by any agency in the state. The Master
    Site will be managed by a consortium of public
    safety agencies.

    next emergency.

    document called Idaho Cooperative Agencies
    Wireless Interoperable Network or I-C-A-WIN. It
    provides an overview of the work done in this
    area by the Statewide Interoperability Executive
    Council and a template that might be of use in
    planning your efforts.
  • Lets begin together to move forward. By working
    together towards a common goal, I see a win for
    our communities and our citizens. Lets get to
