Wisconsin Division of Public Health announced the
beginning of a competitive grant cycle on July
11, 2005.
Family planning /Reproductive Health and EIDP
services in the 51 counties
EIDP services only in remaining 21 counties
Due date for Notice of Intent is August 12, 2005

32006 Grant Cycle FP/RH/EIDP Priorities
Priorities include
Increased access to contraceptive services and
supplies,
Dual Protection for prevention of unintended
pregnancy and STD risk reduction
Increased Medicaid Family Planning Waiver
outreach and enrollment
To further expand access to services, a new,
separate EIDP allocation for local health
departments has been created.
4EIDP Allocation for LHD
Available only to local health departments as
part of consolidated contracts
Separate from the EIDP allocation through the
competitive process for FP/RH/EIDP
Purpose of allocation is to support the capacity
and infrastructure in local health departments to
promote and protect reproductive health in the
reproductive-age population.
5EIDP Capacity/Infrastructure in LHD
This service was written to support an active LHD
assurance role to
increase awareness about family planning,
reproductive health, and pregnancy-related health
needs and services,
promote the Family Planning Waiver, regular
Medicaid services, Badger Care, and Healthy Start
services,
enroll eligible women into the Family Planning
Waiver as well as Healthy Start,
provide pregnancy testing services, and
ensure timely and appropriate access to
contraception, including emergency contraception.

Agencies will not be required to directly provide
contraceptive services
Agencies will be required to ensure appropriate
and timely access to contraceptive services
Coordination of these EIDP services with the
local family planning provider will be important
to ensure appropriate and timely access to
contraceptive services if they are not directly
provided
7EIDP Capacity/Infrastructure in LHD
If a local health department declines to
negotiate a contract to provide EIDP services
under this allocation
Funds will remain in the county
This amount will then become part of the EIDP
allocation available to the countys DPH-family
planning/reproductive health provider
This allocation is not intended for use in
pass-through sub-contracts between a LHD and
the county family planning provider as an
alternative to developing internal capacity.

Additional background information will be
provided as needed to help LHD make a decision
about this EIDP allocation.
Technical assistance and training for services
under this allocation will also be available
later this year through Health Care Education and
Training.

Required Objective During the contract period,
all women of reproductive age who receive
services through zzzzzz County Health Department
will be provided with appropriate information
about family planning and reproductive health,
pregnancy-related health, and Medicaid services
including the Family Planning Waiver and Healthy
Start.

The Deliverable An agency generated report to
document the number of women of reproductive age
served by the LHD, and the number of women who
received EIDP services
- information about family planning and
reproductive health and pregnancy-related health
and services, - information about Medicaid services including the
Family Planning Waiver and Healthy Start, - enrollment into Healthy Start or enrollment in
the Family Planning Waiver through the agency, - pregnancy tests, and
- contraceptive services (directly or through
referral), including emergency contraception
(directly or through referral).

Required Context All women of reproductive-age
shall receive information about
- family planning and reproductive health and
pregnancy-related health - the availability of family planning supplies and
services, and how and where to obtain these
services and - information about Medicaid services including the
Family Planning Waiver and Healthy Start.
13EIDP Capacity/Infrastructure in LHD
Required Context All reproductive-age women
shall receive other early intervention and
detection of pregnancy intervention services as
appropriate to their circumstances and decisions.
- Early intervention and detection of pregnancy
intervention services provided shall include - Medicaid Family Planning Waiver and Healthy Start
presumptive eligibility enrollment, - on-going and emergency contraceptive services,
and - pregnancy testing.
14EIDP Capacity/Infrastructure in LHD
Required Context Coordination shall occur with
the countys family planning agency(s) to ensure
timely and convenient access to contraceptive
supplies and services.
