  • PURPOSE To present and discuss the vital roles
    of the National Guard in the HD/CS mission
    environment in the complex post-911, inter-agency
    mission environment.

Due to the unique, constitutionally-mandated and
daily working relationships at the
State/Territory level, the National Guard will
always be the first DoD responder for HD/CS
missions, BUT synchronization with active
component (Title 10) and inter-agency partners is
critical to mission success

NGB Mission Statement The NGB.is the channel
of communications between the Secretaries and
Chiefs of the Army and the Air Force and the
several states on all matters pertaining to the
NG the NGB provides situational awareness on NG
matters affecting HD/CS to the OSD, the COCOMs,
and the Joint Staff the NGB administers DoD,
DOA, and DAF policies, programs, and plans
pertaining to NG matters, and facilitates the
integration of Federal and state activities
including facilitation of mutual support among
the states.
JFHQ-State Mission Statement The JFHQ-State
maintains trained and equipped forces. The
JFHQ-State supports C2 of all assigned ARNG and
ANG Forces. the JFHQ-State will establish the
capability to provide one or more joint force
command elements JTF-State able to exercise C2
of HD/CS, and/or other domestic emergency
missions in a State Active Duty, title 32, or
title 10 status. In addition, the JFHQ-State
provides expertise and situational awareness to
DoD authorities to facilitate integration of
Federal and state activities.

USNORTHCOM-NGB JCCSE Concept for Joint C4
JCCSE is an umbrella term that encompasses all
of the vital organizations and supporting
net-centric IT capabilities required by the
National Guard to support USNORTHCOM, USPACOM,
USSTRATCOM, USJFCOM, and other DOD and non-DOD
partners by extending interagency and
intergovernmental trusted information sharing and
collaboration capabilities from the national
level to the state and territory and local
levels, and to any incident site
The USNORTHCOM NGB JCCSE Concept for Joint C4
is signed by USNORTHCOM and NGB J-6, and is the
strategic basis for the way ahead

JCCSE Definition and Components

Joint CONUS Communications Support Environment
(JCCSE)
JCCSE is an umbrella concept to enable the
reliable and timely flow of key information to
support state and Federal military activities for
HS/CS. It includes the communications systems and
programs that provide connectivity,
collaboration/situational awareness, and C4
coordination. Currently, the key components of
JCCSE are Joint Incident Site Communication
Capability (JISCC), Joint Information Exchange
Environment (JIEE), the Joint C4 Coordination
Center (JCCC) and Operations Center IT Support.
Key Components
  • Connectivity JISCC-Supporting the procurement
    and fielding of 55 communications suites for all
    54 states and territories.
  • Collaboration/Situational Awareness JIEE-
    Creating an information sharing environment to
    support access to event related data and
    situation reporting, standardized battle staff
    processes (RFIs/RFAs), and Joint C4 Asset
    Coordination.
  • C4 Coordination JCCC-Standing up the
    organization and facility to support the
    USNORTHCOM horizontal information exchange of the
    IT common operating picture (COP).
  • Operations Center IT Support NGB JFHQ-State
    JOC IT requirements.

  • Joint Information Exchange Environment (JIEE)
  • Consolidates the National Guard COP in order to
    provide NORTHCOM and other HLD/DSCA mission
    partners with ready access to event information
    and geo-referenced data layers for ongoing
    NORTHCOM NGB mission planning and
    coordination.
  • Supports the sharing of information for the
    development of a Common Operational Picture and
    SITREPs, that may be shared with NORTHCOM and
    other mission partners

Joint C4 Coordination Center (JCCC) Mission
  • A cornerstone of JCCSE is the ability to manage
    and employ NG C4 assets on a nationwide basis
    to support HLD/DSCA mission requirements
  • The JCCC mission is to serve as the focal point
    for

  • Coordination
  • Reporting of NG fixed and deployable net-centric
    C4 capabilities
  • JCCC Core Functions
  • Assist States with coordination for the
    employment of NG C4 capabilities in support
    of HLD/DSCA missions

  • Coordinate SATCOM training and operations with

The NGB JCCC is supported by the 261st Signal
Brigade, Smyrna DE (ARNG) and the 281st Combat
Communications Group, Coventry, RI (ANG) to
provide Army National Guard and Air National
Guard expertise.

  • JCCSE initiative continues to progress
  • JCCSE Strategic Advisory Board (JSAB) and
    Emergency Response Management Team (ERMT) are
    helping to identify and solve issues, and build
    stakeholder partnerships and consensus
  • As demonstrated during Ardent Sentry, the JCCC
    capability is rapidly maturing and its value
    becoming more recognized every day
  • JIEE block and spiral enhancements have
    substantially improved vertical and horizontal
    information sharing capabilities between NGB, the
    JFHQ-State, and our mission partners
  • JISCC capabilities will be in all 54
    States/Territories by the end of CY 2007
  • Doctrinal role of the JCCSE in information
    sharing must be institutionalized
  • Formal missions to support the JCCSE initiative
    need to be validated and assigned by the
    Services, and related force management
    initiatives implemented
