5Findings and Results
Testing by Fleet users confirmed the application
works
- Internet environment
- CMS/ID is effective and suitable in the connected
environment. - CNP approved Sailor Apply for all UICs (ashore
and afloat). - Afloat environment
- CMS/ID is not suitable in the disconnected
environment. - CNP deferred approval for release on shipboard
servers until issues are corrected and then
verified by a new OPTEST. - All shipboard Sailors will have access via the
Internet.

- New functionality returns valuable time to you!
- Reduces Sailor dependence upon CCC for basic
information - GSA jobs, NEC Details, command websites, etc.
- Sailors first explore on their own, then consult
with CCC as necessary. - CCC uses TIME SAVINGS for Sailors who need or
want more help and attention - First Term Sailors, Special Programs, Officer
Programs, Lateral Conversions, Career Development
Boards, Personal Interviews, etc. - Talk to a Reservist theyve been submitting
their own job applications for years!
Sailor Apply does NOT remove the CCC or Command
Leadership from the detailing process! The
Command - CCC - Detailer - Sailor exchange
remains the most important component of career
management.

- Fleet/Force Counselors train ISIC Counselors, who
train you - You inform command leadership and train Sailors
- Briefing materials and User Aids located on NKO
- All Sailors have access to CMS/ID via the
Internet - CCCs, command leadership, and mentors provide
critical support throughout the detailing process -
- Previous test ships retain access via afloat
servers - We will continue to collect data, lessons
learned, and best practices to support future
rollout to all ships and submarines

10Whats next?
- We will continue to verify and validate Navy
career tools in the Fleet environment to ensure
they meet CNPs goal. - Surface Warfare Enterprise (SWE) requested
assessments of personnel, training, and education
applications in the afloat environment.
Examples FLTMPS Afloat and Navy eLearning to be
assessed in FY09, and NSIPS/ESR in FY10. - We will continue to partner with PMW 240 and the
Fleet to deliver career tools meeting the needs
of you and your Sailors.
