What is Needed for Successful Short Term
Transport Management in BKK
  • Necessary Ingredients
  • Political Will at the top level of government
and the decision-making level of all concerned
    agencies.
  • Sufficient Institutional Capability (this
    includes appropriate organization structure,
    coordination procedure, budgeting, funding etc.)

(this can be imported in the short term, but will
need to be developed locally, as soon as possible)

21
Lighthouse Concepts for Transport Management
Improvements in Bangkok
  • Story of the Ship and the Lighthouse
  • If the ship (government) does not follow the
    Lighthouse Concepts,
  • the ship (government) will run into trouble with
    transport management.

22
Lighthouse Concept No. 1
  • GIVE PRIORITY TO PUBLIC TRANSPORT DEVELOPMENT AND
    MANAGEMENT
  • Mass Rapid Transit
  • Light Rail Transit
  • Exclusive Bus Lanes (low cost, quick
    implementation)
  • Bus Services (low cost, quick implementation)
  • Integration of Public Transport Services

23
Lighthouse Concept No. 2
  • GOVERNMENT MUST PLACE
  • EQUAL EMPHASIS ON
  • CONSTRUCTION AND MANAGEMENT
  • POLICE, TRAFFIC ENGINEERING AND PUBLIC TRANSPORT
ORGANIZATIONS MUST COOPERATE AND WORK TOGETHER TO
    MANAGE TRANSPORT AS ONE SYSTEM
  • Mutual Respect and Understanding
  • Common Goals and Objectives
  • Close Coordination of Programs
  • All should be under the control or direction of
    BMA

24
The Frog Syndrome and Transport Management
  • In transport management, most governments become
    victims of the Frog Syndrome

Bangkoks new government has an opportunity to be
one of the exceptions, if it takes action on
appropriate transport management measures
