- Increase awareness of the value of sport in the

4 The Council of the European Union and the
European Parliament decided to establish the
European Year of Education through Sport 2004
(EYES 2004). Within this framework, the
European Commission DG Education and Culture
selected and co-financed approximately 185
projects at local, regional, national,
transnational or community-wide level. 1 of
10 community wide projects funded The
main objective of the campaign is to sensitise
the European public to the importance of sport in
an educational context as well as to increase
the significance of physical activities in school
curricula.

- Recommendations
- There is need to develop a European/International
Sports Leader Academy through which Scottish
sport can access, research, ideas, and good
practice from Europe. - Scottish sporting practice can make a
contribution to a European Academy of Sport
Leaders but the structures to facilitate Scottish
attendance at ISCA and other European initiatives
pertinent to Education and sports leadership in
Scotland needs to be formalised. - The national sports agency for Scotland should
nominate SALSC (Scottish Association of Local
Sports Councils) as the agency responsible for
liaising with ISCA. This should be funded to
allow SALSC to nominate and pay for attendance at
ISCA events. - There is a need to further develop the research
base that informs best practice within a European
Academy for Sports Leaders and therefore the
means to continue the work of the research group
set up under this initiative should be a
priority. -
- The role of sport in reproducing educational.
cultural and social forms of capital needs to be
explored further in terms of thinking about how
and what forms of leadership and networking are
developed through sport.

13Concluding Comments
- Make no mistake organisations such as ISCA are
power players in terms of influencing European
Sports Policy and other than in association with
research at Stirling University and organisations
such as SALSC Scotland has very few leavers of
influence - The current political focus is on making the
International Academy of Sport for All a success
and given Scotlands reputation for democratic
education and education through sport it has a
lot to offer and it is important to maximise and
facilitate a Scottish presence - Local Sport-Everyones Responsibility Also
means Scotland in Europe and beyond - 2005 is the United Nations International Year of
Sport and Physical Education and education is
the central plank in the development of sport for
all in Europe and beyond. - Scotland needs to be at the table.
