- Each Cultural Service Center will maintain its
own auction system - Standard functionalities will be provided by the
REGNET auction system
56Functionalities of Auction
- Registration to the auction system
- Edit user information
- Bidding on items
- By bidding, you are stating that you are ready
and willing to purchase that item for your bid
amount, plus any shipping charges disclosed in
the listing - If you are outbid, or your bid does not meet the
seller's reserve price, you are under no
obligation to buy - in all other cases, you are entering a contract
with the seller to buy the item, and to deliver
payment within the time period specified
57 Functionalities of Auction (2)
- Sellers
- Take permission from the auction administrator
- Once you list an item, you are entering into a
contract with the high bidder - You are obligated to sell your item at the high
bid price, with the only exception being reserve
price auctions - Also, you cannot sell that item to anybody until
the end of the auction you started
58 Functionalities of Auction (3)
- Overtime
- Normally, an auction closes at the scheduled time
as displayed within the listing - However, if there are successful bids entered
within the last 5 minutes of the closing time,
then the auction will go into overtime - The auction is extended until there are no
further bids for a continuous 5 minutes - The overtime lasts for 20 more minutes.
- It is possible for an auction to be extended
continuously
59 Functionalities of Auction (4)
- Reserve Bids
- The reserve price is the lowest price at which a
seller is willing to sell an item - The reserve price is never disclosed to bidders
- A seller might specify a reserve price if he/she
is unsure of the real value of his/her item and
would like to reserve the right to refuse to sell
the item if the market value is below a certain
price
60 Functionalities of Auction (5)
- Bid Status
- status of all your bids
- A page will list your bids for all lots, and tell
you whether it is a winning bid or a non-winning
bid - Search
- search open lots by category name, lot name, lot
summary, lot description, open time, and close
time.
61 Functionalities of Auction (6)
- Future Auctions
- It is possible to enter auctions that will start
in the future. - Completion of auction
- Send notifications to high bidder seller
- Both the buyer and seller are expected to contact
each other via email, within 3 days after the end
of the auction - We recommend that you speak over the phone before
sending payment, or before shipping merchandise
62 Functionalities of Auction (7)
- Completion of auction
- Once contact has begun, the payment arrangements,
shipping arrangements, and expected dates should
be settled upon. - The goal is to complete the transaction within 10
days of auction closing. This may vary a
little, depending on payment type, how long to
wait to clear, when seller can get the item to
carrier, etc. - Basically, the specific dates should be worked
out between the buyer and seller, and each party
should follow through with their part of the
schedule.

own PCM system - Standard functionalities will be provided by the
REGNET PCM B2B system
82Basic Infrastructure
- The B2B system is based on the ebxml standard.
- It is supported by the PCM subsystem.
- Store all products and services to the PCM
- Common warehouse for all suppliers (content or
services)
83 Basic Infrastructure (2)
- All products and/or services are stored in the
E-Business subsystem. - There are specific web forms that support the
interaction of the user with the system.
84Implementation of scenario (1)

order to store the products/services. - The supplier is requesting from the administrator
the creation of an empty electronic catalogue - Product Catalogue
- Service Catalogue
85Implementation of scenario (2)
- The supplier has to provide information regarding
the warehouse and the items or services stored. - An interested company is able to search the
E-Business system in order to find a service or
products. - In order to express his interest for potential
collaboration the client has to subscribe himself
in the system.
86Implementation of scenario (3)
- The client prints the form with his interests and
he contact the supplier in order to fulfil the
transaction. - It is of primary importance the private
communication between the interested parties in
order to realise the contract.

products that are stored in the REGNET system. - The PCM provides the opportunity to the supplier
to present a product in the e-shop. - During the insertion / update of a product the
supplier can decide if the product will be
presented in the e-shop and to undertake the
required procedure (photo, etc...).
