AUCTION SYSTEM
  • Added Value Service
  • Part of the E-Business Subsystem
  • Stand alone application
  • Each Cultural Service Center will maintain its
    own auction system
  • Standard functionalities will be provided by the
    REGNET auction system

56
Functionalities of Auction
  • Registration to the auction system
  • Edit user information
  • Bidding on items
  • By bidding, you are stating that you are ready
and willing to purchase that item for your bid
amount, plus any shipping charges disclosed in
    the listing
  • If you are outbid, or your bid does not meet the
seller's reserve price, you are under no
    obligation to buy
  • in all other cases, you are entering a contract
with the seller to buy the item, and to deliver
payment within the time period specified

57
Functionalities of Auction (2)
  • Sellers
  • Take permission from the auction administrator
  • Once you list an item, you are entering into a
    contract with the high bidder
  • You are obligated to sell your item at the high
bid price, with the only exception being reserve
    price auctions
  • Also, you cannot sell that item to anybody until
the end of the auction you started

58
Functionalities of Auction (3)
  • Overtime
  • Normally, an auction closes at the scheduled time
    as displayed within the listing
  • However, if there are successful bids entered
within the last 5 minutes of the closing time,
then the auction will go into overtime
  • The auction is extended until there are no
further bids for a continuous 5 minutes
  • The overtime lasts for 20 more minutes.
  • It is possible for an auction to be extended
    continuously

59
Functionalities of Auction (4)
  • Reserve Bids
  • The reserve price is the lowest price at which a
seller is willing to sell an item
  • The reserve price is never disclosed to bidders
  • A seller might specify a reserve price if he/she
is unsure of the real value of his/her item and
would like to reserve the right to refuse to sell
the item if the market value is below a certain
    price

60
Functionalities of Auction (5)
  • Bid Status
  • status of all your bids
  • A page will list your bids for all lots, and tell
you whether it is a winning bid or a non-winning
    bid
  • Search
  • search open lots by category name, lot name, lot
summary, lot description, open time, and close
    time.

61
Functionalities of Auction (6)
  • Future Auctions
  • It is possible to enter auctions that will start
    in the future.
  • Completion of auction
  • Send notifications to high bidder seller
  • Both the buyer and seller are expected to contact
each other via email, within 3 days after the end
    of the auction
  • We recommend that you speak over the phone before
sending payment, or before shipping merchandise

62
Functionalities of Auction (7)
  • Completion of auction
  • Once contact has begun, the payment arrangements,
shipping arrangements, and expected dates should
    be settled upon.
  • The goal is to complete the transaction within 10
days of auction closing.   This may vary a
little, depending on payment type, how long to
wait to clear, when seller can get the item to
    carrier, etc.
  • Basically, the specific dates should be worked
out between the buyer and seller, and each party
should follow through with their part of the
    schedule.

    order to store the products/services.
  • The supplier is requesting from the administrator
the creation of an empty electronic catalogue
  • Product Catalogue

he contact the supplier in order to fulfil the
    transaction.

products that are stored in the REGNET system.
  • The PCM provides the opportunity to the supplier
to present a product in the e-shop.
