    Decades
  • Many Features of the Plan (Eligibility Standards,
    Credibility Scale, Loss Limitations) Differed
    From Plans Used Elsewhere
  • While the Plan Seemed to Correctly Identify Risks
    Deserving Debits and Credits, It Appeared to
    Overcorrect for Prior Experience of Larger Risks
