    affected infrastructure.

  • Organizational Emergency Preparedness Plan
    provided base for CARE to respond quickly.
  • 2. Knowledge about the community further
    facilitated rapid response by CARE.
  • The use of digital camera and situation reports
    helped promote this emergency rapidly.
  • Underestimation of donor interest required
    second-phase design work by CARE.

  • Lessons Learned
  • 5. Adequate professional technical staff are
    needed from the start to oversee infrastructure
    projects. One engineer, hired in August, was
    inadequate to cover six villages.
  • 6. When rehabilitating existing systems, it
    helps to have the original technical
    specifications.

    agreements.

    organizations prevented overlapping of
    assistance.
