2Participation/ Empowerment Mechanisms
- 1. Citizens Community Board (CCBs)
- In every local area, a group of non-elected
citizens may, for energizing the community for
development and improvement in service delivery,
set up a CCB. - 2. Village and Neighborhood Councils (VNCs)
- Tehsil / Town Council may determine and declare
by a notification a Village Council in a village
or Neighborhood Council in a town, as the case
may be, and numbers of members to be elected for
such councils. - 3. Devolution Trust for Community Empowerment
(DTCE) - A non-Government organization to
institutionalize community empowerment elements
of the Local Government Ordinance across 6127
unions in Pakistan.
3Legal Provisions to Safeguard CCB Funds
- Mandatory allocation of minimum 25 of
development budget exclusively for CCB projects - Non-lapsable nature of CCB funds
- Mandatory use of funds exclusively for CCB
projects - Sectoral classification for CCBs projects before
the annual budget - Comprehensive system of check and balance
