4UCX Claim Process
- Claimant files claim
- Via telephone, internet, or in-person
- Claim filed in state where claimant is located
- Electronic request sent to FCCC for wage and
separation information - If DD-214 on file, FCCC sends service information
to state - If DD-214 not on file, state may use paper copy
of DD-214 or affidavit to make UCX determination
5UCX Claim Process
- State reviews service and wage information
- Must complete first full term of service or
- Have acceptable narrative reason for discharge
- UCX decision is made and mailed to claimant
- States base decisions on federal findings, which
are final - If eligible, claimant will file in the same
manner and be under the same requirements as
regular state claims.

- Type 1 Initial request for Information
- Type 2 Request posting of Claim Controlbenefit

the state or a benefit year being established in
another state (usually CWC) - Type 4 Request the cancellation of Type 2 record

wages used now - Claim is filed that includes UCFE and UCX
employment - 2 Type 1 request records sent to FCCC, one for
UCX and one for UCFE - DD-214 on file at the FCCC
- FCCC sends Type 1 response record to state for
both requests - State makes UCX determination, calculates WBA and
pays claim - State sends Type 2 J Joint UCX UCFE request
record to FCCC confirming military and Federal
wages are used on claim - FCCC send Type 2 response record to state
confirming UCX Federal wages are assigned to
state

- Scenario 6 Joint claim, DD-214 on file and UCFE
wages used later - Claim is filed that includes UCFE and UCX
employment - Two (2) Type 1 request records sent to FCCC, one
for UCX and one for UCFE - DD-214 on file at the FCCC
- FCCC sends Type 1 response record to state for
both requests - State makes UCX determination, calculates WBA and
pays claim - State sends Type 2 UCX request record to FCCC
confirming military wages are used on claim - FCCC send Type 2 response record to state
confirming UCX wages are assigned to state - State later determines UCFE wages can be used on
claim - State sends Type 4 cancel request record to FCCC

16DD-214/215 Exceptions
- Lets see how the DD214/215 Exceptions work!
17DD Forms are sorted and prepared for data entry
FCCC receives an estimated 8000 DD214s and 150
DD215 Forms per week.
DD Forms are entered into Mainframe System
and verified for accuracy.
- Exceptions criteria
- More than two DD214s on file.
- Wages must be reduced by days lost on DD214.
- First full term unknown.
- Used one of two SSNs to calculate (Overlapping
Dates). - Separation pay greater than 99999.99.
- Character of Service is NA.
Mainframe processes DD Forms nightly.
FCCC staff transforms DD forms into an
electronic image for archival.
FCCC responds to request electronically (by
Calculating wages) or via fax (by sending copy
of DD form image) to fax number provided by
state agencies.
State Requests copy of DD214/215 via Email
or Telephone
Inquiry is made by state. If no record is found
FCCC Issues a request letter to the military
for a copy of the DD Form.

- Rewrite and clarify existing response messages
- All edit message and processing message numbers
will be unique. - Currently, some processing and error message
numbers are the same.

- Check to see if the DD-214 on file is within the
base period, if not it will be ignored. - Currently all on file are counted in determining
if there are more than 2. - Expand the request record to allow processing of
up to 6 separation dates (3 for UCX and 3 for
UCFE) - To accommodate both UCX UCFE information and
for joint claims

- Expand the response record so that control record
or pending information sent in the response does
not overwrite the original request information in
fields 5-18. - Allow unlimited number of pending records per
SSN. - Consolidate the DD-214 file and the NOAA file
into one file

- Add a new field to allow for another pay grade.
The calculation uses the most recent pay grade
but when there are multiple DD-214s on file and
the pay grade is different the current system
does not provide the user with the pay grade
associated with each DD-214. This new field will
show the user all pay grades.

- Each DD-214 that have wages calculated will be
returned in separate response records, currently
only 2 DD-214s are returned. - This change will allow all DD-214s on file
within the base period to return calculated
wages, instead of them being faxed to the user.

- A new Record Code Type is being created to
request information when UCX or UCFE wages are in
the lag period only or when a state is checking

- What can the numbers tell you?
- Very few Type 1 requests means state may not be
sending a Type 1 each time its necessary. - Too many Type 6 requests may indicate that a high
number of claims were taken in error.
