SPEND SPEND SPEND SPEND
  • Intended to be a one time shot in the arm
  • ARRA Money needs to be fully expended by
    September 30, 2012
  • All funds remaining after this date will be
    returned to the Treasury
  • 60 must be expended in two years
  • Shovel Ready Projects are recommended
  • Grantees must still comply with all timeliness
    standards or risk losing regular Entitlement
    allocations

But Dont Waste Funds
  • Intent is to stimulate the economy by creating
    permanent jobs as well as construction jobs
  • Strictly prohibited are swimming pools, golf
    courses, zoos, aquariums, casinos/gambling
    facilities, assistance to professional sports
    teams, recreational facilities that serve
    predominately higher income persons.
  • Positive projects, improving transportation,
    energy efficiency, projects that work in
    collaboration with other funding resources.

Allocations for ARRA
  • Formula for CDBG R is about one quarter of an
    annual CDBG Allocation
  • HPRP funds are a minimum of 500,000. Grantees
    not reaching that threshold did not receive these
    funds. This calculation far exceeded ESG
    funding. 3 grantees have never received ESG
    funds in the past

  • Competitive Program
  • Request a minimum of 5,000,000
  • Must address at least 100 units of housing
  • Purpose To stabilize neighborhoods whose
    viability continues to be damaged by the economic
    effects of properties that have been foreclosed
    upon and abandoned.
  • Applicants Government entities, public and
    private non-profits.
