    protection last 15 years, especially in recent
    years

  • New Environmental Protection Act (sept. 2007)

WATER RESOURCES
  • Croatia has enough fresh water resources
    mainly ground water.
  • About 75 of population have access to water
    network,
  • Good ground water quality, mostly the natural
    organic and nitrate pollutants dissolved iron
    and manganese. In eastern Croatia higher
    concentration of arsenic.
  • In costal zone, in carts area, resources of
    ground water springs and underground rivers a
    high quality of fresh water, but very sensitive
    to the pollution. Large protected areas.
  • That needs the mayor investment in wastewater
    treatment.

ADRIATIC SEA COSTAL ZONE DEVASTATION
AND PREVENTION
  • The tourism is more and more attractive on the
    Adriatic coast,
  • Great pressure for investment in the area.
  • Building is not permitted within 100-m of the
    coastline
  • Regulation on Protected Coastal Area (PCA) -
    development and conservation
  • 220 areas of nature protection in PCA
  • PCA - all the islands and a 1.000-m wide
    mainland and a 300-m wide marine belt measured
    from the coastline

CLIMATE CHANGE
  • Projects in the field of reduction of GHG
    emissions
  • Energy sector renowable energy projects. Wind,
    hydro, biomass, solar, geothermal. EPEEF
  • Transportation sector introducing bio fuels in
    Croatia,
  • Energy efficiency in the construction sector is
    regulated by the Law on Construction and the
    Technical regulation on heating energy
    conservation and thermal protection of buildings
  • Waste sector - use of landfill gas for
    electricity production

WASTE MANAGEMENT STRATEGY
  • Establishment of an integral waste management
    system
  • Remediation and closing down of landnfils
  • Remediation of environmentally highly burdened
    areas with waste (hot spots)
  • Development of maximum 21 waste management
    centers
  • Development of recycling facilities and primary
    selection of useful raw material from waste
  • Through the Environmental Protection and Energy
    Efficiency Fond the remediation of 300 landfills
    (dumpsite) is organized, and is going to be
    finished in next two years.

WASTE MANAGEMENT PLAN
  • The principle of waste management system
  • - to reduce the waste volume through the
    primary selection and recycling the useful raw
    material (Packiging waste plastics, glass,
    metals, paper, Tires, ELV, WEE, Waste oil,
    Bateries, etc),
  • to reduce the rest of the volume on the landfill
    by the mechanical-biological treatment (MBT) -
    ca 30 of todays volume.
  • energy use of bio-gas from landfields (greenhouse
    gas emission).
  • Packaging Waste Regulation only in two months
    we have cleaned up the country from PET bottles,
    Al-cans and glass

Financing strategy
  • EPEEF - Environmental Protection and Energy
    Efficiency Fund (extra-budgetary fond) mayor
    financing agency for environmental protection in
    Croatia
  • Revenue generates from SO2, NOx, CO2 emission
    charges (energy productionmotor vehicle), and
    Poluter-Pay-Principle charges (packiging, EE,
    Vehicles, Tires, Oil, Bateries . . ).
  • PRIMARY SELECTION

  • Public costs (Landfills, infrastructure and TS)
    will be financed up to 80 from EPEEF (and EU
    funds), and 20 by local authorities
