Title: Breach Control Resiliency Opportunity

1
Breach Control / Resiliency Opportunity Policy
  • Matthew Hunn, P.E.
  • Corps of Engineers
  • St. Louis District

2
Situation
  • Result of IPET and Hurricane Katrina
  • I-Wall and Levee Design Review
  • Hardening of Back Slopes
  • Drain Structures / Pumps
  • Policy Provided To Evaluate Place Resilient
Features During The 2008 Flood Recovery
  • Potential for future applications
  • No Increase in Level Or Area of Protection
  • Placement Where History of Damages
  • Protected Side Only

Intent
  • Reduce Overall Damages
  • Reduce Recovery Time
  • 18 months plus 2008
  • Reduce Long-Term Costs
  • Levee Repair Costs Increased 2 to 3 X 08 to Pres
  • Plan / Decision Effort Belongs To Sponsor
  • Make Policy Flexible
  • Allow SOME Funding Effort On These Alternatives

Definition
  • Resiliency Ability to Withstand Overtopping
    Event / Scour Protection
  • Breach Control Identify Low Sections for
    Overtopping or Back Flooding Systems
  • Intentional Breach
  • Drains Opened
  • Construct Low Spot / Weir

8
Current PL84-99 Policy
  • Betterments 100 Sponsor Cost
  • Related to the basic rehabilitation project
  • Sponsors Decision / Implement during rehab
    effort
  • "Betterment" costs are not included in the rehab
economic justification and BCR, so their
increased cost paid for by the sponsor would not
    reduce the BCR
  • Allows Deliberate Breaches / Back Flooding
  • Coordination with COE (3 STL / 1 Rock Isl)
  • Sponsors Cost
  • Repairs are Eligible for Assistance at Cost Share
  • Federal Systems 100 Fed Cost
  • Non-Federal Systems 80 Fed / 20 Sponsor

Viable Alternatives??
  • Armor Back Slopes of Levees
  • Degrade section / Overflow Weir
  • Oversize Drains to Flood Un-Water
  • Vegetation Drain Maintenance
  • No Sandbagging Low Section
  • Sponsor OM Responsibility
  • Backflood Systems
  • Open Drain Structures / Reverse Pumps
  • Scour Protection On Interior And Exterior
  • Overtopping / Low Reach (Weir)
  • Raise Pump Stations / Structures

11
Scour
12
USACE Policy Changes
  • Allow Flexibility in Spending / Funding Repairs
  • Initial Costs NOT included in favorable B/C
  • Modify Sponsor OM Agreement
  • Encourage Planning / Communicate Risk
  • In ALL Cases Sponsors Decision!

FEMA Considerations
  • Debris
  • Pumping Cost Reimbursement
  • Flood Hazard Mitigation Planning
  • Long-Term Recovery Incentives

15
State Considerations
  • Flood Hazard Mitigation Planning, Planning,
    Planning . . . More Planning???
  • Encourage Mitigation Efforts
  • Buyouts
  • Long-Term Recovery Actions

16
Where do we go from here?
17
Cultural Change??
  • Flood Fighting To Raise or Not To . . .
  • Allow Levee Systems To Back-flood
  • Designed with less freeboard on downstream end
  • No raising of weir / low spot
  • Plan to Flood
  • Evaluate
  • Building Codes e.g. coastal flooding areas /
    flood vents
  • Move critical elements / infrastructure above
Systems Level of Protection (Base Flood?)

18
In All Cases . . .
  • Communicate Risk Better
  • Involve Communities / EAPs
