- The things an examiner should know.

Is to PROTECT the health safety and welfare of
the consumer and workforce by the regulation of
barbering, cosmetology and related fields.
3- There are three principals
- of testing that all examiners
- Should be aware of.
4 Important Testing Principles
- Reliability
- Refers to the consistency of test scores and
is measured statistically. - Are the pass/fail decisions of the
examination consistent from test form to test
form, and from test administration to test
administration? - NIC examinations consistently measure in the
HIGH 89 - 96 range, and are considered highly
reliable instruments.
5Important Testing Principles
Validity An examination can be very reliable and
conform to all other accepted standards of
testing, but if that same examination is not
valid, it is not a proper instrument for making
licensure decisions.
6 Example of Validity
- An example of an examination that is not valid
would be to administer an essay examination to
identify whether an individual is competent in
giving a haircut.
7 Important Testing Principles
- Standardized Testing Conditions
- Licensure examinations are administered in a
standardized manner to provide every candidate
with the same opportunity. - NIC examinations are administered using
standardized oral instructions, standardized
procedures (Test Administration Manual),
standardized time allotments, standardized
examination information (CIBs), standardized
security rules, etc.
8- NICS practical examinations are standardized
when these principles of testing (validity,
reliability, and standardization) are applied. - This creates legally defensible licensure
examinations.
9SUBJECTIVITY AND BIAS
- Examiners differ ,therefore, some subjectivity
on the part of the examiners is inevitable.
However, subjectivity must be minimized.
10Common rating errors
- Minimal competency error.
- This happens when the actual Examination
development or rating method is higher or lower
than that level as defined by NIC.
11 Minimum Competency
- Minimum competency is a term used to describe an
entry-level practitioners ability to perform all
tasks needed to serve the consumer, while
maintaining the health , safety and welfare of
the client and themselves. - Licensing examinations are designed to ensure
that those who are incompetent or unsafe to
practice are denied the opportunity to harm the
public.
12Common rating errors
- Single observation error.
- This occurs when a candidates performance on a
single task influences how the examiner evaluates
that candidates performance on the remaining
elements of the exam.
13Common rating errors
- Similarity Error
- Examiner perceives a candidate as similar to
themselves and in some way and lets that
influence the examiners rating of the candidates
performance.
14Common rating errors
- First impression error.
- This occurs when the first impression of a
candidate influences the examiners rating of the
candidates performance throughout the scoring
process.
15Common rating errors
- Middle-of-the-road error.
- Examiner is reluctant to make extreme overall
ratings in either direction. If you have ever
looked at the scores of a candidate and let that
determine the score of an individual task you are
guilty.

17WET DISINFECTION STANDARDS
- All tools implements, except those which come in
contact with blood or body fluids must be
disinfected by complete immersion in a EPA
registered, bactericidal, virucidal, fungicidal
and pseudomonacidal disinfectant that is mixed
and used according to the manufacturers
directions.
18STORAGE STANDARDS
- Disinfected implements must be stored in a
disinfected, dry , covered container. - Kits are storage and must be closed during
procedures.
19Hand Sanitation
- Always sanitize hands before working with each
client or eating. - Always sanitize hands after using restroom,
smoking, eating, coughing, exposure to cuts, or
anything contaminated.
20Soiled Materials
- If it is porous it cannot be disinfected.
21BLOOD SPILL
22IF BLOOD SPILL SHOULD OCCURTHE FOLLOWING STEPS
MUST BE FOLLOWED
- Supply injured party with liquid styptic/
antiseptic and appropriate dressing to cover the
injury. - Double bag all blood-spoiled(contaminated)
articles and label with red or orange biohazard
warning.
23BLOOD SPILL
- Do not allow container, brushes, nozzles or
liquid to touch the skin or contact the wound.
Use an applicator. Examiner should complete an
incident report and keep it with the score sheet.
24BLOOD SPILL
- Examiners are to use. Unused disposable latex
gloves or non-allergenic equivalent when checking
that candidates service. Double bag and dispose
of gloves. - Follow with ANTIMICROBIAL scrub an hands.
- Document incident in blood spill log.
25INJURY TO CANDIDATE
- Protection if a cut is sustained, stop the
service and clean the injured area. - Apply antiseptic and/or liquid or spray styptic
as appropriate. - Dressing- cover the injury with the appropriate
dressing.
26INJURY TO CANDIDATE
- Cover with finger guard or glove as appropriate.
- Clean model and station as appropriate.
- Double bag and dispose of all contaminated
objects. Clean hands with anti-microbial
cleanser. - Return to service.

- Assign each candidate with number.
- Candidate should take only their work kits in
exam room. - No written, copied, or taped materials are
allowed in the exam room. - No PREMARKED mannequins.
31CANDIDATE PROCESSING
- There should be one official door for entering
and leaving the examination. - Begin candidate check-in, in reasonable time
before the examination. - Candidate must present appropriate ID before
entering.
32CANDIDATE PROCESSING
- Cell phones, pagers and all other electronic
devices are STRICTLY prohibited. - Cameras or recording devices are prohibited.
- Candidates may not talk to one another or to the
examiner. - The models may not be licensed nor be students of
the barbering, and cosmetology-related
professions.
33Examination Security
- All test materials should be stored in a secured
area and double locked . - Candidates should not be left unattended at any
time during the examination. - Candidates must sign out for restroom or be
accompanied by a NIC certified examiner, or
proctor. - No telephone calls during the examination.
- Examiners must inventory all test materials
before and after the examination.
34 Administration
- Candidates with special needs AMERICAN DISABILITY
ACT (ADA). It is the obligation of the
REGULATORY ENTITIES to remove all artificial
barriers to candidates to ensure fair testing of
their abilities. The regulatory entities have the
authority to modify the test administration
conditions for these candidates. - All examinations are administered in a testing
environment. Candidates should bring a container
of water if needed for any section of the
examination.
35 Examiners Responsibilities
- Follow all instructions and procedures, and
understand the critical standards that support
the task lines.It is important to have your
examiner manuals with you at all times open to
the page you are examining. - Do not omit any sections of the examinations.
- Do not take short cuts or eliminate procedures.
- Do not demonstrate or teach the candidates. Only
examine the candidates performance.
36Examiners
- Discussion with candidates must be limited to
instruction or emergency. - To ensure accuracy, you must observe all phases
of candidates performance at all times. - Keep all scores strictly confidential. They
should never be visible to the candidate. - Do not compare notes or discuss candidates with
examiners or candidates during the examination.
37 Examiners
- An NIC examiner should never use the examination
to recruit candidates for future employment. - Maintain professional behavior and dress
appropriately. - Smoking or smokeless tobacco is not allowed at
the examination. - Cell phones, pagers, and all other electronic
devices are strictly prohibited. - Examiners must show up on time , well-rested, and
free from communicable diseases.
38Important Instructions
- Candidates are required to bring their own kit
with sufficient quantity of supplies in sanitary
condition. This includes the required implements
in proper working order, and protective drapes.
The kit MUST be kept CLOSED except when removing
or replacing materials for a particular service. - Candidates are given 10 minutes for client
protection and to set up the general supplies
that they will use throughout the examination.
They are also given 2 minutes to set up the
supplies for each section of the examination. - Candidates may drape during set up and they do
not need to re-drape as this is one client
throughout the day. If drape becomes loose, they
must re-apply for protection. - Dropped items or implements MUST be picked up and
discarded. Candidates MUST sanitize their hands
before continuing the service.
39 NIC RECOMMENDATION ON CHEATING
- NIC recommends that a candidate who is suspected
of cheating NOT be removed. - If you suspect a candidate of cheating, get
another NIC certified examiner to verify the
suspicion without alerting the candidate. - Both examiners need to sign a detailed incident
report. - The Regulatory Entity must receive a copy of the
incident report in order to ensure individual
state policies are adhered to and define what
further measures should be taken with the
candidate. -

used to identify each domain that you examined in
