4Purpose of Amendment
- Executive Board authority
- The Regional Council recognizes that as cities
continue to grow, both through net increase and
through annexation of unincorporated areas, their
population and employment levels may change
significantly. To reflect these changes, it is
anticipated that the Regional Councils Executive
Board will make a technical amendment to the
Regional Growth Strategy to potentially
reclassify cities before the regions counties
undertake the next round of Growth Management Act
target-setting work. (VISION 2040, p.18)

- Updates the numbers in the Regional Growth
Strategy to reflect - Boundary changes due to annexations and UGA
adjustments - City reclassifications from Small City to Larger
City due to annexations and/or real growth

- Why is a Technical Amendment necessary?
- Annexations, UGA adjustments and city
reclassifications change the role of affected
communities in implementing the RGS - Provides counties and cities with numbers that
reflect current boundaries to use in updating
growth targets

- It shifts 2000 base year population and
employment for annexed areas, UGA adjustment
areas and reclassified cities to the appropriate
regional geography - It shifts the proportional 2000-2040 RGS growth
allocation associated with annexed areas, UGA
adjustment areas and reclassified cities to the
appropriate regional geographies

- What doesnt the Technical Amendment do?
- It does not change the RGS base year the base
year remains 2000 - It does not involve policy changes to the
Regional Growth Strategy that may otherwise
trigger a SEPA action
