    Environmentally Preferable goods and services
  • 143-58.2 More on Recycled Content Purchases
  • 143-58.3 Requires purchase of recycled content
    paper
  • Executive Order 156 State Government
Sustainability, Reduction of Solid Waste, and
    Procurement of Environmentally Preferable Products

3
Why have a Purchasing Policy?
  • Rethink the way you do business
  • Shows support of administrators/managers
  • Creates a starting point
  • Illustrates to personnel, manufacturers, and
suppliers you have made a commitment to being
    environmentally conscious
  • Creates Responsibility and Accountability
  • Build our green economy Business Sustainability
    Policies
  • Makes it clear to purchasers, suppliers, and
users what your organization expects and what
    procedures are
  • And its the law for Feds and State agencies!

Whatcha Need
  • Current policies and procedures
  • Contracts and specifications
  • Training Manuals
  • Website
  • Buy-in

6
Reduce
  • GS Establish and implementa solid waste
reduction program for materials used inagency
    operations.
  • EO Requires source reduction, particularly for
office paper (two-sided printing, duplex copying,
    and using electronic communication)
  • EO Encourages reusable over disposable, more
durable, recyclable, and products delivered with
    minimal packaging
  • EPAs WasteWise Program www.epa.gov/wastewise/
  • NCs Waste Trader www.ncwastetrader.org/home.aspx

7
Reducing Your Waste Responsibilities
  • Put the burden on the suppliers and manufacturers
  • Make copiers and printers meet specs
  • accept recycled content or other environmental
    papers
  • have a double-sided printing function
  • Ask engine manufacturers to accept re-refined
    motor oil
  • Include take-back clauses, particularly for
electronics and other big ticket items, making
    supplier responsible for disposal
  • Purchase in bulk, purchase locally, participate
    in cooperative purchasing
  • Lease large ticket items (like photocopiers),
giving the disposal problem back to the vendor
and encouraging product stewardship on the part
    of manufacturers
  • State Surplus

8
How to Purchasing Policy
  • Integrate policy in your purchasing department
  • Key personnel administrators, purchasers,
    users, and other interested groups
  • Review current policies eliminate factors that
are unnecessary and may make purchasing EPPs
    difficult
  • Consider elements you want to emphasize
  • Check out policies in similar organizations

9
Procurement for Agencies
  • GS - All State departments, institutions,
agencies, community colleges, and local school
administrative units shall, to the extent
economically practicable, purchase and use, or
require the purchase and use of, products with
    recycled content.
  • EO - State agencies shall procure and use
    environmentally preferable goods and services,
including products made wholly or in part from
    recycled materials, whenever feasible and
    practicable.

Focus Area More energy efficient, less toxic,
less polluting, and which generate less waste
overall
10
Spreading the News
  • Tell everyone including administrators,
    supervisors, purchasers, users, suppliers
  • Do a press release, highlight it on the web, send
out emails of electronic memos, and letters to
    current suppliers
  • Include the information in handbooks, new
    employee orientation, job descriptions for
    purchasers, employee evaluations
  • Provide technical assistance education,
    training, seminars

11
Definitions
buying recycled purchasing products that
contain materials diverted from the solid waste
stream
environmentally ? preferable ? procurement   purch
asing goods and services that have a lesser or
reduced effect on human health and the
environment in their manufacture, use, and
disposal when compared to other goods and
services that serve the same purpose
12
Buying Recycled
13
Buying EPP
  • Classic Picnic Table
  • Made from trees
  • Needs annual maintenance - paint for protection
    and aesthetics
  • Lower upfront cost
  • Replaced every 1-2 years
  • Plastic Lumber Table
  • Made from recycled plastic
  • Low maintenance no painting, splintering, or
    rotting
  • Durable (guaranteed to last 50 years)
  • Higher upfront cost

14
Do Inventory
  • Paper - photocopier/printer paper, notebooks and
    notepads, note cards, post-its, folders,
    calendars, envelopes
  • Supplies - pencils, pens, scissors, tape
    dispensers, toner cartridges
  • Technology - computers, photocopiers, printers,
    lights
  • Vehicle related - cars, oil, diesel
  • Cleaning products - cleaners, trash can liners,
trash cans, paper towels, toilet tissue
  • Building materials paint, benches, mulch,
    carpet, furniture
  • Water related shower heads, urinals, toilets

15
Pick products, research specs
  • Make an impact
  • Readily available at reasonable prices
  • Trusted and tested products
  • Search the web for studies Put your own twist on
    it, copy and share
  • May be some trial and error involved in putting
out specifications for bid may have to adjust
    them

16
Some EPP Attributes
  • Recycled content
  • Durability
  • Maintenance
  • Recyclability
  • Disposal
  • Energy efficiency
  • Water efficiency
  • Raw materials acquisition
  • Production
  • Manufacturing
  • Packaging
  • Distribution and transportation methods
  • Operation

Chose a concise list to consider be efficient
17
Environmental Purchasing Pointers
  • EPP, not a new process, just more attributes
  • Still consider
  • Price
  • Performance
  • Availability
  • just add an environmental flavor!
  • Look for labels Recycled, organic, sustainably
    harvested

18
Life Cycle Cost Accounting
  • Maintenance Costs?
  • Replacement costs?
  • Disposal Costs?

start easy, rise to challenges
19
Getting Specific
  • Establish a preference for recycled content
    products
  • Create minimum content standards
  • Federal agencies paper has to have a minimum of
    30 post-consumer content (EO 13101)
  • Set goals, or a series of goals
  • NC agencies goal to purchase only recycled
    content paper by 2001
  • Institute a price preference for EPPs
  • Allow a 5 or 10 price differential for products
    that have green attributes

20
Working Groups
  • Set up a green team
  • May include some of the same stakeholders
involved in creating the purchasing policy
  • Core group should include managers, purchasers,
    and students
  • Changing group of users who can tell you what
their needs and uses are for the products, and
    provide valuable information about the
    performance of new products

21
Start Easy
  • Paper
  • Recycled content, from 30-100

Paper Procurement
  • GS Required it is the goal of the State that
    each department, institution, agency, community
college, and local school administrative unit
purchase paper and paper products with recycled
content - at least 50 of the total amount
spent during the FY by June 1997
  • EO - Recycled paper required for all paper
    purchases by FY 2001
  • EO - Photocopy machines and laser printers must
be able to utilize recycled content paper
