Biofuels - Chronology
  • 1/06 - State of the Union Address highlights
    urgent national energy needs.
  • 9/06 - ANSI approached by Department of Energy.
  • DOE cites urgent need for rapid development of a
    wide range of standards related to alternative
    fuels, dispensers, storage tanks, pipelines, and
    instrumentation
  • DOE suggests possibility of ANSI creating a new
    standards panel to facilitate this process.
  • 10/06 ANSI hosts meeting of DOE and the four
    DOE-designated SDOs.
  • 1/12/07 ANSI hosts pre-ISO C/STRAT meeting on
    energy issues. Participants included NIST, DOE,
    ITA as well as companies, trade associations, and
    business organizations.

Biofuels - Chronology
  • 1/24-25/07 ANSI-DOE Biofuels Standards Workshop
  • Participation by DOC, DOE, EPA, NIST, USDA as
    well as numerous SDOs and other private sector
    organizations.
  • Acknowledgement by DOE official that more was
    accomplished in this two-day Workshop than had
    been possible in a number of previous meetings.
  • Recognition that existing standards and codes
    address many of the identified needs but that
    there are also substantive gaps to be filled.
  • Acknowledgement that there is a need to engage a
    broader spectrum of stakeholders to fill the gaps
    and to determine next steps.
  • Recommendation that ANSI form a Biofuels
    Standards Panel
  • To bring together the public and private sector
    stakeholders to provide a forum for addressing
    these needs in a timely manner
  • To ensure US leadership in an area of global
    significance

    Biofuels Initiative Steering Committee
  • 2/27-28/07 Brussels Symposium on International
    Biofuels Standardization
  • Convened by EC and CEN
  • U.S., Brazil, India, and others invited to
    participate
  • U.S. delegation comprised of representatives from
    both the public and private sectors
  • 3/2/07 UN Announces formation of International
    Biofuels Forum to draft global standards for
    biofuels
  • 3/8/07 ANSI Chairman, President, Senior VP
    meet with Greg Manuel, Special Assistant to
    Secretary of State Rice, re various
    Administration biofuels initiatives

Biofuels Next Steps
  • Collaborate on the development of a White Paper
    that can be used by State in preparation for the
    late April EU-US Summit. The White Paper will
    address the more urgent global compatibility
    issues related to biodiesel and bioethanol
    standardization.
  • To be a Roadmap or Action Plan (convergence/diverg
    ence matrix) for achieving compatibility between
    the European and US approaches/standards for
    bioethanol and biodiesel.
  • Participants to include NIST, DOE, DOC and other
    Federal agencies ANSI ASTM and other SDOs and
    industry.
  • Establish an ANSI Biofuels Standards Panel to
    address the broader coordination issues
    associated with biofuels standardization.
  • Initial focus to be on issues identified during
    the ANSI-DOE Biofuels Standards Workshop.
  • Outreach to a broad spectrum of stakeholders
    within both the public and private sectors to
    invite participation in the Panel.
  • Continue outreach and representation on Biofuels
    standardization issues.

Biofuels Next Steps
